本文以考察粤、港、澳三地共建大湾区发展为落脚点，在对港澳发展和“一国两制”制度设计以及广东省在新时代全面开放发展现状描述的基础上，分别从关键节点、路径依赖和利益格局变化三方面对中国加入WTO及融入国际产业链后对粤港澳经济合作机制和模式产生的影响进行剖析，之后从全球化和全球治理的角度阐述了从资源驱动到大湾区深度合作的动力机制，并详细阐述和分析了粤港澳大湾区发展与“一带一路”高质量建设的关系。本文研究主要发现，港澳特定的禀赋结构和产业结构是制度演进的关键解释变量，以外向型发展为主的经济结构性变动则是制度演进的关键节点，它导致既有利益格局的变动，以及发展空间扩张的压力，需要粤港澳三地共同深化及联合促进区域合作协同发展的动力机制，或换言之，亦即要破除由于治理框架的缺失造成的“成本转嫁”机制，由此形成突破“一国两制”中存在区隔性边界的张力，从而引发制度性演进，亦即粤港澳大湾区的发展将突出强调以构建命运共同体意识的发展为主要方向、以形成共商、共建、共享的原则发展为主要目标、以全面提升开放型经济水平推动共建“一带一路”高质量发展为主要任务，通过两者之间的共同发展，达至粤港澳大湾区发展和“一带一路”高质量建设相得益彰。

Based on the investigation of the development of the Greater Bay Area jointly built by Guangdong, Hong Kong and Macao, this paper describes the development of Hong Kong and Macao, the design of the "one country, two systems" system, and the status quo of Guangdong Province's comprehensive opening up in the new era. It also elaborates and analyzes the relationship between the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality construction of the Belt and Road Initiative. In this paper, we study mainly found that Hong Kong and Macao specific endowment structure and industry structure is the key to institutional evolution explained variable, mainly export-oriented development economic structural change is the key to institutional evolution node, it lead to both the changes in the pattern of interests, and the development of space expansion pressure, need to Guangdong province, Hong Kong and deepen and jointly promote the coordinated development of regional cooperation mechanism, As a result, tension has been created to break through the segregation boundary of "one country, two systems", leading to institutional evolution. That is, the development of a large bay area of Guangdong will highlight the fate to build community awareness of development as the main direction, discuss together to form, and sharing the principle of development as the main target, to improve the level of the open economy development to build "area" quality as the main task, through the common development between the two, The development of the Guangdong-Hong Kong-Macao Greater Bay Area will complement the high-quality development of the Belt and Road Initiative.
