目前，我国已经建立起一套比较完整的农村土地流转机制，农村土地流转的发展整体上呈现出健康有序的发展趋势，但是，由于目前农村土地流转还处于发展阶段，仍然存在着农民思想观念的落后、政府干预的不当、土地流转市场的不完善等各方面的问题。在当前城乡一体化的社会大背景下，如何保障农村土地流转相关政策的顺利实施，除了要不断加强政府工作力度，完善土地流转相关机制，发动民众的监督作用，还要积极开拓新思路，采取主动监督的方式。网络舆情作为社会舆论的表现方式之一，可以反映公众对于某一事件或者社会现象的观点、意见、态度、情绪。农村土地流转作为我国经济社会发展的热点问题之一，在网络上受到了社会各界人士的广泛关注，形成了一定的农村土地流转网络舆情。中国已经进入城市化快速发展时期，农村土地流转中出现的问题也日益突出，这些问题一旦在网上传播和扩散，极易造成不良影响，影响农村土地流转政策的顺利施行，因而需要采用一定的技术手段对农村土地流转网络舆情进行监测预警。对农村土地流转网络舆情进行监测预警，一方面有利于政府和相关管理者及时做出正确决策，另一方面网络舆情作为社会舆情的风向标，也有利于及时发现不良事件，及时引导网络舆情向正面方向发展。本文主要研究内容包括：（1）研究网络舆情监测分析技术：信息抓取、话题识别、情感倾向分析技术。（2）挖掘农村土地流转网络舆情的特点，构建基于社会层面的农村土地流转网络舆情主题分类体系。（3）分析影响农村土地流转网络舆情话题风险评估关键指标因素，面向农地流转网络舆情话题风险进行评价，并结合AHP方法计算农村土地流转网络舆情话题风险指数。（4）结合农村土地流转网络舆情话题风险评价方法，挖掘农村土地流转关键指标因素，构建基于AHP和地名匹配的农地流转网络舆情区域风险预警模型。基于以上研究内容，本文建立起基于社会层面的农地流转网络舆情分类体系，并结合该分类体系，构建出农村土地流转网络舆情话题风险评价指标体系，通过AHP实现面向农地流转网络舆情话题风险评价。再结合农村土地流转相关关键指标，最终构建出基于AHP和地名匹配的农地流转网络舆情区域风险预警模型，实现对农村土地流转网络舆情的区域风险预警，为各级政府和管理部门进行农村土地流转监管提供参考。

However, the current rural land transfer is still in the stage of development, and there are still some problems such as backward ideas of farmers, the issue of improper government intervention, land transfer market imperfections and so on. In the current social situation of urban-rural integration, to guarantee the smooth implementation of rural land transfer policies, we should continue to strengthen the government efforts, to improve the land transfer mechanisms, to mobilize the supervisory role of the people, and also we should actively explore new ideas for example take the initiative to supervise the way.As one expression of public opinion, the internet public opinion, the internet public opinion can reflect the public opinions, attitudes and emotions for an event or social phenomena views. As one of the hot issues in China, rural land transfer on the internet has been widespread concern in the community, and it has formed a certain rural land transfer internet public opinion.As China has entered a period of rapid urbanization, these issues in rural land circulation are also increasingly prominent. Once these issues are disseminated and diffused on the internet, it will cause adverse effects easily, and affect the smooth implementation of rural land transfer policies. We should take some technical means to monitor the rural land transfer internet public opinion. On the one hand it can help the government and the relevant managers to make the right decisions in a timely manner. On the other hand, as the barometer of social public opinion, the internet public opinion can detect the adverse events, and guide online public opinion towards positive direction.The main contents are as follows:(1)Research the monitoring and analysis of internet public opinion, for example thetechnology of the internet information scramble, the technology of topics recognition ,the technology of sentiment analysis.(2) Mine the characteristics of rural land transfer internet public opinion, build the theme classification system of rural land transfer internet public opinion.(3) Analysis the key risk assessment indicators, and then assess the risk of the topics of the rural land transfer internet public opinion, calculate the Risk Index of the topic of the rural land transfer internet public opinion based on the AHP. (4) Combined with risk assessment methods of rural land transfer internet public opinion topic, tap the key indicators of rural land transfer, built the risk warning model of rural land transfer internet public opinion based on AHP and place name matching technology.Based on the above research, this paper build on the social dimension of agricultural land transfer internet public opinion classification system, combined with the classification system, building a internet of rural land risk assessment system topic of public opinion, for the transfer of agricultural land to achieve internet public opinion topic risk. Combined with the key indicators related to rural land and eventually build a matching place names based on AHP and transfer of agricultural land area of risk early warning model of internet public opinion, to realize the regional risk warning of rural land transfer internet public opinion, and provide a reference to supervise and administrate the rural land transfer for all levels of government.
