改革开放三十多年来，在由计划经济向市场经济转换过程中，由政府和市场主导的一元治理模式已经不能满足经济社会发展要求，政府、社会组织、企业、公民等多元治理主体共同参与治理的模式慢慢建立起来。党的十八届三中全会首次将“社会治理”写入报告，对社会领域建设产生重大而深远的影响。 共青团是中国共产党领导的先进青年的群众组织，是党和政府联系青年的中间桥梁和重要纽带，在社会管理中发挥着重要的作用。进入21世纪，共青团组织面临着“扩大团组织的有效覆盖面，增强团组织的吸引力和凝聚力”两大历史课题。在全面深化改革这个新的历史条件下，共青团组织作为社会主义事业建设的主要力量之一，是全面深化改革的重要参与力量，能否适应全面深化改革的时代，能否在社会治理创新上做出自身贡献，是各级共青团组织面对的重要而迫切的时代课题。 本文研究的主要问题是共青团组织参与社会治理的路径。针对这一问题，采用了文献分析、案例分析和系统分析等多种方法。本文分为六个部分:第一部分为绪论，主要说明选题的背景、意义并阐述了论文的研究方法、框架构成和创新点。第二部分对相关的概念进行了辨析,对共青团参与社会治理的理论依据进行阐述，主要包括第三部门理论、治理和善治理论。第三部分通过对新时期共青团服务群体的变化、职能转变的研究、党的政治要求等方面的深入剖析，提出了共青团组织参与社会治理的必要性以及共青团组织参与社会治理的优势和劣势。第四部分以北京市A区共青团组织为例对共青团组织参与社会治理的实践进行全面总结，并对面临的问题进行了分析。第五部分在前面研究的基础上，明确了共青团组织参与社会治理的立足点，并对如何有效参与治理提出了具体对策和建议：（1）建立有效的青少年思想引导工作体系；（2）创新组织工作模式和工作机制；（3）提高共青团提供社会公共服务的能力；（4）推动青年社会组织体系建设；（5）健全参与社会治理的保障机制。最后部分对全文进行总结。

With the 30 years of reform and opening up, in the process of transforming from planned economy to market economy, the government and market-oriented singularity governance mode can no longer meet the demand of economic and social development. Therefore, a mode of multiple governance subjects of government, social organization and citizen is establishing gradually. The Third Plenary Session of the 18th CPC Central Committee wrote “social governance” in the report the first time which exerted great and far-reaching impact on social construction. As a social organization of advanced youth under the leadership of the communist party of China, the Communist Youth League is the middle bridge and important bond between the Party, government and the youth which plays an important role in social management. In the 21st century, the Communist Youth League is facing two historical tasks of enlarging of effective coverage of the organization and enhancing its attractiveness and cohesion. Under the new historical condition of deepening reform all rounds, the Communist Youth League, one of the major powers in the construction of socialism cause, is an important participant in deepening reform all rounds. It is an important and urgent era issue for the Communist Youth League at all levels to adapt them to this era and make contributions to the innovation of social governance. The key problem in this thesis is to study the way of the Communist Youth League participating in social governance. In allusion to this problem, many approaches are taken in this thesis, such as documentary analysis, case analysis and system analysis etc. This thesis contains six parts. The first part is introduction, which illustrates the background and significance of my selected topic as well as the research methods, framework and innovation points of the thesis. The second part is an analysis of some related conceptions and a statement of theoretical foundation of the Communist Youth League’s participation in social governance, which includes theory of the third sector, governance and good governance theory. The third part probes into several aspects in the context of deepening reform all rounds, such as the change of the Communist Youth League’s service groups, the study of function transformation and the political requirements of the Party ,then, puts forward the necessities as well as the advantages and disadvantages of the Communist Youth League participating in social governance. Take the mission district of Beijing A District as an example, the forth part summarizes comprehensively the practice of the Communist Youth League participating in social governance and analyses the confronting problems. On the basis of the former study, the fifth part makes clear the foothold of the Communist Youth League participating in social governance, and comes up with specific countermeasures and suggestions on how to participate in social governance effectively: (1) Establish effective work system of guiding teenagers’ ideological; (2) Innovate the pattern organizing work and working mechanism; (3) Improve the competence of teenagers in providing social public service; (4) Push forward the establishment of youth social organization system; (5) Perfect the guarantee mechanism of participating social governance. The last part is a summary of this thesis.
