党的十九届六中全会明确提出,我国在全面依法治国与文化建设意识形态领域取得了历史性变革。“法治意识”作为思想政治学科核心素养之一,是依法治国的重要基础,也是意识形态领域中的重要组成部分。同时,高中思想政治教学作为国家培育法治意识的重要阵地,对个人的成长以及法治意识的提升有着重要的影响。因此,对高中生培育法治意识具有很大的必要性。 但是目前西藏缺乏法治意识的现象普遍存在,遇到相关问题往往不会通过正确的途径来维护自己的合法权益,对于违规违法的后果认识欠缺,懂法用法的意识有待提高,缺乏法治思维。而政府部门及学校对于法治教育的开展并非不够重视,但是仍然没有完全解决一些负面因素的影响,法治意识依然有很大的提升空间,特别是西藏地处民族地区,有着浓厚宗教氛围的人们道德水平并不低,然而道德教育与法治教育并没有很好的结合起来。 依法治国是党和国家治国理政的基本方略,习近平总书记也于中央第六次西藏工作座谈会上首次明确“依法治藏”的“治藏新方略”。同时,新的课程标准中也以培育法治意识为学科素养要求,所以对西藏高中生培育法治意识不仅能够促进学生全面成长、推动素质教育;促进思想政治学科特色发展,提升政治学科其他素养,还有利于维护西藏社会稳定、促进民族团结和国家统一;更是推动建设社会主义法治国家的重要举措。 根据实践经验以及调查问卷与教师访谈,可以看出当前西藏高中生法治意识的培育取得了一些成绩:高中生具备一定的法治素养、法治信任度高;西藏地区政府机关与学校对法治意识培育有所重视;新教材法治意识内容较为完善;思想政治课教师具备一定的创新适应能力。但是受制于西藏法治环境、教学体系等多方面因素的影响,也存在一些不可忽视的问题:学校法治活动开展不规范或流于形式;教师法治意识教学理念落后、法治素养不足;轻实践重理论等。 为进一步推动西藏高中生法治意识培育,针对西藏高中生法治意识的培育现状提出从以下几方面来努力:一是营造良好的西藏社会环境;二是推动法治教学改革创新;三是加强法治教育保障力度。 |

At the same time, high school ideological and political course, as an important position for the country to cultivate the awareness of the rule of law, has an important impact on personal growth and the establishment of the awareness of the rule of law. Therefore, it is necessary for high school students to cultivate the awareness of the rule of law. However, at present, the lack of awareness of the rule of law is common in Tibet. When encountering relevant problems, they often do not protect their legitimate rights and interests through the correct way. Due to lack of understanding of the consequences of violations of laws and regulations and thinking of the rule of law, They need to improve their awareness of understanding and the use of the law, and lack of thinking of the rule of law. Although government departments and schools pay enough attention to the development of legal education, they still do not fully solve the impact of some negative factors. There is still a lot of room to improve the awareness of the rule of law. In particular, Tibet is located in ethnic areas, and the moral level of people with a strong religious atmosphere is not low. However, moral education and legal education are not well combined. Ruling the country by law is the basic strategy of the party and the state for governing the country. The Central Committee also made clear the "new strategy for governing Tibet" of "ruling Tibet by law" for the first time at the Sixth Symposium on Tibet work. At the same time, the new curriculum standard also aims to cultivate the awareness of the rule of law as the discipline literacy goal. Therefore, cultivating the awareness of the rule of law for Tibetan high school students can not only promote the all-round development of students, quality education, the characteristic development of Ideological and political discipline and improve other qualities of political discipline; It is also conducive to maintain social stability in Tibet and promoting national unity and national unity; It is also an important measure to promote the construction of a socialist country under the rule of law. According to the practical experience and the interview between the questionnaire and teachers, we can see that some achievements have been made in the cultivation of the legal consciousness of senior high school students in Tibet: they have certain legal literacy and high trust in the rule of law; Government organs and schools in Tibet have paid attention to the cultivation of the awareness of the rule of law; The content of legal consciousness in the new textbook is relatively perfect; Ideological and political teachers have certain innovation and adaptability. However, due to the influence of many factors such as the legal environment and teaching system in Tibet, there are also some problems that can not be ignored: the development of school legal activities is not standardized or mere formality; Teachers' awareness of the rule of law, backward teaching ideas and insufficient legal literacy; Light practice, heavy theory, etc. In order to further promote the cultivation of Tibetan high school students' awareness of the rule of law, in view of the current situation of the cultivation of Tibetan high school students' awareness of the rule of law, this paper puts forward the following efforts: first, create a good social environment in Tibet; The second is to promote the reform and innovation of rule of law teaching; Third, strengthen the guarantee of legal education. |
