京津冀大气污染联动执法制度是京津冀区域大气协同治理的重要举措，体现了我国环境治理和行政执法由属地主义迈向跨区域协作的新发展趋势。为促进该制度的发展和完善，实现制度目的，发挥制度功能，提高制度效益，应运用比较研究方法，从规范和运行两个层面把握制度现状，归纳其在执法主体稳定性、执法程序健全性、执法保障机制完善程度等方面存在的不足，并从中央和地方立法、执法等角度分析原因，结合欧美等域外制度经验，提出针对性解决措施。

The coordinated law enforcement system of atmospheric contamination in Beijing-Tianjin Hebei region is an important measure of collaborative governance on atmosphere in Beijing-Tianjin-Hebei region, showing the new trend that the environmental governance and the administrative enforcement of law in China are marching from territorialism to cross-regional cooperation. To promote the improvement and development of the system, fufill its purpose, perform its function and improve its efficiency, the method of comparative study should be applied, the situation of the system should be understood in norms and in operation, deficiencies concerning the stability of the subject of law enforcement, the soundness of procedure and the level of guarantee mechanisms, reasons should be analysed from angles of national and regional legislation and law enforcement, and corresponding solutions should be proposed with foreign experience including Europe and America.
