选人用人历来关乎人心背向,社稷安危。历史上因吏治腐败导致“人亡政息”的不乏其例,殷鉴未远。解决当前选人用人上的不正之风,关键是对现行干部人事制度进行改革,希望在改革,根本出路在改革。本文通过对干部提拔全过程的剖析,全面揭示在民主推荐、考察、酝酿、讨论决定和任职等五个重要环节中各有关行为主体之间存在的各种信息不对称,利用信息不对称理论和委托--代理理论对这些信息不对称进行深入地分析研究,指出在干部提拔中信息不对称是广泛存在的,其危害是导致 “民意失真”、“考察失实”、“决定失范”和“监督不力”,使领导干部产生“逆向选择”和“道德风险”,导致“买官卖官”、“带病提拔”等消极腐败现象发生。这些信息不对称的存在,会导致阻碍优秀人才脱颖而出,降低领导干部整体素质,败坏党风党纪和社会风气,异化党组织的用人权,形成错误的用人导向,损害公众利益,丧失人民群众信任等严重后果。接着,对干部提拔过程中产生信息不对称的主观和客观方面的原因进行了深入分析。通过对三个信息不对称典型案例进行案例分析,深入剖析干部提拔过程中,各有关行为主体之间存在的信息不对称,论证了这些信息不对称是导致领导干部产生“逆向选择”和“道德风险”的根源,是干部监督不力的重要原因,是干部“带病提拔”的主要原因。针对干部提拔中信息不对称的成因,提出五项有效消减信息不对称的路径,即加强党员干部的行政道德教育;完善选人用人制度;加强对选人用人全过程的监督;扩大政务公开范围,加大工作力度;切实发挥人民群众的监督作用。

Selection and appointment is always crucial to the popular support for the state and its survival. The key to resolve the current selection of malpractice in the recruitment is the reform of the current cadre and personnel system , the reform is the hope and the fundamental way . In this paper, the whole process of promotion to the cadres and analysis, comprehensive reveal the democratic recommendation, observation, consideration, discussion and decision, and serve important part of the five actors in the various kinds of information asymmetries that exist between the use of asymmetric information theory and principal - agent theory, such an in-depth analysis of information asymmetry studies, pointed out that promotion in the cadre of information asymmetry is a widespread, the harm is lead to "distortion of public opinion," "inspection false", "decision anomie" and "supervision of ineffective "so that leading cadres lead to" adverse selection "and" moral hazard ", lead to" Buying and selling, "" sick promotion "and other negative phenomena and corruption occur.
