在信息通讯技术高速发展并不断迭代更新的背景下,经济运行方式中不断融入数字技术,数字经济成为促进经济增长的新动力引擎,也逐渐成为世界各国在国际竞争中的关键优势所在。同时,数字经济的发展情况成为评价一个国家或地区经济发展情况的重要指标之一。北京作为中国的首都以及国际科技创新城市,在数字经济发展方面具有得天独厚的优势。因此,本文对北京市数字经济规模测算和结构分析这一基础性研究具有十分重要的意义。当前,数字经济不断融入传统产业经济之中,且融合程度不断加深,对数字经济规模的测算,可以帮助我们了解数字技术在传统产业中的融合程度。但是在数字经济的融合式发展中,由于数字经济概念和范围界定的差异、数字经济数据资料的不完整和测算方法的不统一等原因,对传统的统计测度方法产生了一定冲击,数字经济规模的测度存在一定的困难,相关研究有待进一步加强。通过本文的研究,一方面可以得出北京市数字经济规模的具体数值和发展趋势,并总结出在省域层面测算数字经济规模的一套切实可行的方法,另一方面可以提供可靠的数据助力监测北京市数字经济发展,有利于作为政府政策制定的参考。本文通过对数字经济的概念和范围界定的梳理,明确了数字经济内涵,对数字经济进行产业分类,基于投入产出技术测算北京市数字经济规模,并分析数字经结构。本文主要研究内容和研究结论如下:本文将数字经济分为数字经济基础产业部门和数字经济融合部门这两大部门,对数字经济规模的测算采用投入产出技术。本文基于北京市已有的投入产出表,编制北京市投入产出序列表,在此基础之上编制北京市数字经济投入产出表,并基于行业劳动者数据构造数字技术分离系数测算北京市数字经济融合部门的增加值,两部门增加值合计即为北京市数字经济增加值。根据本文的测算方法,计算得到2021年北京市数字经济增加值为14032.24亿元,其中数字经济基础产业部门的增加值为6289亿元,占比为44.82%,而数字经济融合部门的增加值为7743.23亿元,占比为55.18%,数字经济占GDP的比重为34.19%。2022年北京市数字经济规模达到14300.93亿元,占GDP的比重为34.37%,增长率为1.91%。2007~2022年北京市数字经济年均增长率为9.82%,高于GDP的年均增长幅度。对北京市数字经济分行业来看,产业间仍然存在较为明显的数字鸿沟,第三产业的数字融合程度较高,其次为第二产业,数字技术融合程度有待进一步提高。通过北京市数字经济整体测算结果可以看出,北京市的数字经济的规模正日益壮大,且在GDP中所占的比重也呈现出稳步上升的趋势。数字经济在国民经济中占有愈来愈重要的地位。可见,北京市数字经济发展情况良好,在考察期间数字经济规模整体上呈现不断攀升的态势,在国民经济中的作用愈发凸显,数字经济融合部门占有的比重逐年升高,传统产业的数字融合程度不断加深。 |

Against the backdrop of the rapid development information and communication technologies, digital technologies are constantly being integrated into the mode of economic operation, and the digital economy has become a key advantage for countries around the world in international competition. At the same time, the development of the digital economy has become one of the most important indicators for evaluating the economic development of a country or region. Beijing, the national capital and a hub of global scientific and technological innovation, possesses distinct advantages in fostering the growth of its digital economy. In 2021, the city set forth the ambitious objective of establishing itself as a "global benchmark in digital economy," thereby emphasizing the crucial importance of conducting fundamental research into accurately measuring the scale and scope of Beijing's digital economy.At present, the digital economy has been continuously integrated into the traditional industrial economy, and the degree of integration has been deepening, and the measurement of the scale of the digital economy helps us to understand the degree of digital integration. However, discrepancies in the interpretation and breadth of the digital economy's definition persist, the incompleteness of the digital economy data and the non-uniformity of the measurement method, and the impact of the integrated development of the digital economy on the traditional statistical measurement method, the measurement of the scale of the digital economy is also difficult, and the relevant research needs to be further strengthened.Through the research of this paper, on the one hand, we can derive the specific value and development trend of the scale of Beijing's digital economy, and summarize a set of practical methods to measure the scale of the digital economy at the provincial level; on the other hand, we can provide reliable data support to help monitor the development of Beijing's digital economy, which is conducive to serving as a reference for the government's policy formulation. In this paper, we clarify the concept and scope of the digital economy, categorize the digital economy based on the connotation of the digital economy, and measure the scale of Beijing's digital economy based on the input-output technique. The main research content and conclusions of this paper are as follows:In this paper, the digital economy is divided into two major sectors. To assess the magnitude of the digital economy employing input-output techniques, this paper is based on the existing input-output table of Beijing, compiling the input-output sequence table of Beijing, and constructing digital technology separation coefficients based on the industry labor data to measure the value added of Beijing's digital economy fusion sector, and the total value added of the two sectors is the value added of the digital economy. |
