本研究的目的是分析教育行政机关提出的自由学期制教育课程的编订和实行指南如何反映在实施自由学期制的学校实行计划书中，并且分析其决策过程和学校成员所行使的自主性。 为了达到研究目的，提出了以下研究问题。上级教育行政机关的自由学期制教育课程的编订和实行指南如何反映在学校的实行计划书中？在自由学期制教育课程的编订和实行中，学校成员的决策在自由学期制实行的各个阶段如何实现？对于学校自由学期制的教育课程的编订和实行，学校、教师和学生的自主性实际怎样表现？并且为了解决这些研究问题，采用了内容分析法和访谈法。 通过这种研究方法得出如下结论。第一，学校大部分反映了上级教育行政机关的指南来制定自由学期制实行计划书。第二，根据自由学期制实行的前、准备、实行、质量管理的阶段，分析自由学期制教育课程编制和实行过程中的决策体系的结果，学校没有形成参与式决策。第三，自由学期制作为学校教育课程，为了实行有学校特色的教育课程，不仅需要学校成员的参与式决策，学校、教师和学生的自主性也是非常重要的因素。

The purpose of this study was to explore decision making process and automony of unit school and member of school by interview after analyzing that how the contents of work directions controlled by the institute of educational adminitration reflect in guidelines for school curriculum and management. In order to achieve the purpose of this research, the research questions are as follows.First, how dose guidelines for school curriculum and mangament reflect the institutue of educational adminitration? Second, how decision making of school members is making by trial stage in school implementing the free semester system? Third, how does autonomy of school ,taecher, student about organization and implementation of the free semester curriculum present in reality?The above questions were answered by conducting a literature analysis and interview with teachers working at school implementing the free semester system. The main findings are as follows. First, Schools are making guidelines for school curriculum and mangament by reflecting the most of institutue of educational adminitration. Second, in Schools, participatory decision making process is not activating in the process of “berore implementation – preparation – operation – quality management”. Third, Autonomy of school, teacher, student is also imporatant element as well as participatory decision making in order to implement curriculum of unit school.
