2011年下半年,北京市开始了新一轮的对打工子弟学校的取缔,两天之内有近30所学校接到了关停的通知,涉及北京的朝阳、海淀和大兴三个区。在此次拆迁中,被拆学校学生的流向一直是大家关注的焦点,这些跟随父母流动到城市的孩子,他们的教育问题该如何解决?在城市里,他们能够占有和利用的资本有哪些?本论文采用访谈法,对3所被取缔学校的共265个流动儿童进行电话访谈,了解其去向,面对面的访谈4位打工子弟学校的校长和老师,25个家长和11个学生,详细的了解了打工子弟学校被取缔的原因、给流动儿童学生带来的影响和接收分流的学校遇到的困难。这种情况的出现与流动儿童教育中社会资本和社会支持的缺失是密不可分的。本论文结合对取缔打工子弟学校的过程中政府政策、资金支持以及流动群体本身所占有资源的分析,在取缔打工子弟学校的过程中,对于流动儿童的分流问题考虑的并不周全,公立学校不接收,民办学校接收上存在的困难,在给流动儿童就学带来困难的同时也反映出打工子弟学校生存的困境和流动儿童教育中各方角色的缺位。流动儿童处在这样一个困境中,接受义务教育的权利无法得到保障。另外,在本论文中,笔者还探讨了这些缺失的资本应该如何发挥作用。自上而下的政策支持,自下而上一些打工子弟学校重生的争取以及社会力量和社会舆论的关注。笔者认为,流动儿童义务教育问题的解决还是需要各方力量的共同努力,但是更重要的也是流动问题自身的努力。
外文摘要:
The second half of 2011, Beijing has started a new round of clamping down schools for the migrant children. There were about 30 schools receive the notice about clamping schools for the migrant children, it related to Chaoyang, Haidian and Daxing district in Beijing. The placement of the migrant children was the focus. These children float to the city with their parents, how to settle the problems on their education? What social capital that they can occupy and use is the main object of this thesis. Based on the telephone interview know about the placement of 265 migrant children from 3 schools. And based on the face to face interview which contents 4 teachers, 25 parents and 11 migrant children, the writer has detailed knowledge on the reason for the clamping down the schools, the effects to the migrant children and the difficult for some schools to receive these children. This thesis discusses the problems in the clamping of the schools for the migrant workers, such as the placement of the children, the public schools cannot receive the children, the difficult for the private schools to receive the children. These problems bring the hinder to the children on education and reflect the dilemma of the schools for the migrant children and the lack of social capital. In this dilemma, the rights to receive the compulsory education of the migrant children cannot ensure. In addition, the wrier discusses the way that the social capital can play a role in the education to the migrant children. The policy support, the striving of the schools and the support from the public are the ways already exists. The writer regards that the solves of the problems need the supports from each side in the society, but the most important is the attempt of the migrant children and their parents and the schools.
