本文所讲的重刑犯是指被判处10年以上有期徒刑、无期徒刑和死刑缓期二年执行的罪犯。重刑犯是我国监狱罪犯中的一个重要群体，他们在服刑过程中具有一些独特的问题。为了解重刑犯的特点及当前重刑犯的管理与改造工作中存在的问题，进而探索相应的对策，笔者到云南省某重刑犯监狱进行实地调研，在收集一手调研资料和查阅大量文献资料的基础上完成了这篇论文。文章第一部分介绍重刑犯的法律概念及特点，其中强调的重刑犯的特点，为全文奠定了研究基础。第二部分介绍了重刑犯服刑改造期间相关的监狱制度和执行情况。第三部分分析了重刑犯服刑生活中存在的突出问题。第四部分围绕重刑犯本身的特点及我国重刑犯管理制度的缺陷，提出相应的改善对策。

With the promulgation of the Criminal Law Amendments (VIII) and (IX), the number of long-term prisoners has increased. In order to understand the current circumstance of them and explore the corresponding countermeasures, the author went to a long-term prisoners’ prison in Yunnan Province to conduct on-site investigations and combine the literature to complete this article. The first part introduces the legal concept and characteristics of long-term prisoner. Its particularity defines the basic theoretical background for the full text. The second part analyzes the design and implementation of relevant systems for management of them. The third part analyzes the problems existing in the management and reform of these criminals in China. The fourth part focuses on the defects of long-term prisoner’s management system in China, and proposes corresponding countermeasures to promote the effectiveness of the management and reform system.
