近年来,随着数字信息技术的快速发展,数字化在提升政府服务水平和社会治理方面的作用越来越明显。“十四五”规划明确了加快建设数字政府的目标,这对我国政府部门间数据共享提出了更高要求。政府部门间数据共享的基本要义是能够突破各类数据壁垒,实现跨部门和跨平台的数据汇聚、开放与交流,提高政府的治理能力,提升公共服务的质量。就当前基层政府数据共享现状而言,数据共享工作还处于实践探索阶段,数据壁垒和部门协作问题突显,已阻碍了政府治理现代化发展进程。因此,要加强各部门之间的数据资源共享,就必须研究其影响因素,并从这些因素入手,推动数据共享的发展。本论文研究基层政府数据共享问题有着重要的理论与现实意义。 本文梳理了国外、国内与政府跨部门数据共享相关的文献资料,总结分析研究成果。在界定了政府部门数据共享的相关概念后,以公共物品理论、整体治理理论与数字治理理论为理论依据,以北京市C区为例,研究政府跨部门数据共享问题。 阐述C区政府部门数据共享工作情况和管理做法,主要通过向涉及数据共享工作的相关政府部门的主要领导、具体业务分管领导以及具体业务经办的工作人员开展问卷调查的方法,了解C区政府部门数据共享工作的现状、存在的问题和原因。结合调查结果及实际工作掌握的情况,分析总结出政府部门间数据共享工作存在业务培训不足,技术支撑欠缺,管理章程和运作机制不规范,部门协作效率不高,数据安全存在风险等现实问题,以及行政管理体制制约、部门利益驱动不足、信息安全保障能力欠缺、法律制度建设不完善等成因。借鉴对比美国、新加坡等国外比较成熟的政府数据共享机制和管理制度,以及杭州、贵阳等国内政府部门数据共享有关经验,结合北京市C区政府数据共享实际情况,提出相关对策建议。从立法保障、技术支持、管理机制、主观意愿、安全保障、人才培养六个方面进行改进,进一步细化关于政府机关数据共享的法律法规政策,加强基础设施建设,规范运行标准,健全相关体制机制,强化服务意识和信任合作,加强安全管理,加大人才培养,以此夯实政府部门间数据共享工作基础,提升数据共享能力和水平。 本文通过研究政府部门间数据共享工作存在的问题,提出相应的解决策略,确保数据共享的持续动力,为提高政府运行效能,加快智慧型政府建设,促进经济和社会的高质量发展提供有力保障。 |

In recent years, under the background of the rapid development of e-government, the role of digitalization in improving government service level and social governance has become more and more obvious. The development direction of accelerating "digital government" was clearly defined in the 14th five-year Plan, this new work is of great significance for realizing the effective use of information resources among various departments in China.The essence of public service information sharing is that it can break through all kinds of data barriers and promote the convergence, openness and sharing of cross-departmental and cross-platform data, thus improving theability of government management and the service quality of the public. As far as the current situation of data sharing in grass-roots governments is concerned, data sharing is still in the stage of practical exploration, and the phenomenon of data barriers and inter-departmental cooperation are prominent, which hinders the process of modernization of government governance. In this regard, in order to enable government departments to share information more effectively, it is necessary to study the factors that affect government data sharing and promote the development of government information resources sharing from these factors. It is of great theoretical and practical significance to study the data sharing of grass-roots governments in this paper. This paper combs the foreign and domestic literature related to data sharing between government departments, and summarizes and analyzes the research results. After defining the related concepts of data sharing among government departments, based on public goods theory, holistic governance theory and digital governance theory, taking C District of Beijing as an example, this paper studies the problem of data sharing among government departments. This paper expounds the data sharing work and management practices of government departments in C District, and mainly understands the present situation, existing problems and reasons of data sharing work of government departments in C District by conducting a questionnaire survey to the main leaders of relevant government departments involved in data sharing work, the leaders in charge of specific businesses and the staff handling specific businesses. Based on the survey results and the actual work, this paper analyzes and summarizes the practical problems of data sharing among government departments, such as insufficient business training, lack of technical support, nonstandard management regulations and operation mechanism, low efficiency of departmental cooperation, risks in data security, and other causes, such as administrative management system constraints, insufficient departmental interests, lack of information security guarantee ability, and imperfect legal system construction. Based on the comparison of the mature government data sharing mechanisms and management systems in countries such as the United States and Singapore, as well as the relevant experience of domestic government departments such as Hangzhou and Guiyang, combined with the actual situation of government data sharing in C District, Beijing, this paper puts forward relevant countermeasures and suggestions. From six aspects: legislative guarantee, technical support, management mechanism, subjective will, safety guarantee and personnel training, we will further refine the laws, regulations and policies on data sharing in government agencies, strengthen infrastructure construction, standardize operating standards, improve relevant institutional mechanisms, strengthen service awareness and trust cooperation, strengthen safety management and increase personnel training, so as to consolidate the foundation of data sharing in government agencies and improve the level and level of data sharing. This paper studies the problem of data sharing in government departments and puts forward corresponding solutions.As a result, it can ensure that it can continue to play a role in data sharing, and provide strong support for improving the efficiency of government operation, accelerating the construction of intelligent government and promoting the high-quality development of economy and society. |
