湿地与森林、海洋并称为全球三大生态系统，湿地被称为“地球之肾”，保护湿地对于改善生态状况、维护生态平衡、实现人与自然的和谐、促进经济社会可持续发展具有极其重要的意义。本文以科学发展观为依据，以建设资源节约型、环境友好型社会为宗旨，从介绍湿地这一特殊的生态系统入手，谈及中国湿地资源的特点、类型以及湿地保护情况。详细介绍了中国湿地保护的提出、立法、现状，并从两个方面指出了中国湿地保护存在的问题，即湿地面积大量减少、湿地功能退化。以借鉴国际湿地保护经验为目的，介绍了国际湿地保护组织以及亚洲、非洲、大洋洲、欧洲和美洲的湿地保护情况和对策。在借鉴国内外湿地保护经验的基础上，深入地探讨了对汉石桥湿地的保护与管理。汉石桥湿地的保护与管理是本文的核心部分。汉石桥湿地是北京市沼泽湿地的遗迹。它处在首都北京这个“大城市、小湿地”的特殊环境里，其存在和保护的价值和意义重大。在对汉石桥湿地的研究中，首先对汉石桥湿地周边居民进行了湿地认知问卷调查，然后根据汉石桥湿地的现状分析其特点等，探讨了保护的必要性，根据保护湿地的迫切性和可操作性，提出了近期保护规划对策，并且立足长远，对远期的保护规划对策进行了阐述。最后针对汉石桥湿地的所处环境，对保护规划的生态效益、经济效益和社会效益做了分析评价。最后针对汉石桥湿地的具体情况，从保护立法、管理机制、监测体系、保护资金、生态教育五个方面提出了汉石桥湿地的政策性管理方案。
