本研究以议程设置理论为依据，采用内容分析法，对《北京日报》2008-2018年间有关环境议题的报道进行统计分析，重点聚焦以下4个问题：作为中共北京市委机关报，《北京日报》在2008年奥运会以来对环境议题的媒体呈现具有什么样的特点？存在哪些不足？今后报道要如何改进？媒介议程与政府议程之间存在怎样的互动关系？以往对纸媒环境议题呈现的研究几乎没有从较长的历史维度开展的，这也是本研究的独特意义，希望能够从整体上梳理《北京日报》环境议题的历史脉络，发现问题，帮助党报改进环境议题相关报道的水平。 研究发现《北京日报》对环境议题的报道数量年份分布较为平均，体裁以短消息为主，通讯的比重有增加趋势；对低碳经济、绿色发展的重视度不够，在环保意识普及上仍待加强；总体上重城区、轻乡村，重表扬、轻批判，重描述、轻分析。在议程设置方面，《北京日报》的环境报道议程与环境政策出现较大偏差，而且会存在忽视工作的问题。最后，研究还针对发现的问题提出了对策建议，并从议程设置角度对环境议题的研究发展略作展望。

Based on the theory of agenda setting and content analysis, this study makes a statistical analysis of Beijing Daily's reports on environmental issues from 2008 to 2018, focusing on the following four issues: What are the characteristics of Beijing Daily's media on environmental issues since the 2008 Olympic Games as the organ newspaper of the Beijing Municipal Committee of the Communist Party of China? What are the shortcomings? How can future reports be improved? What is the interaction between the media agenda and the government agenda? Previous research on paper environmental issues has hardly been carried out from a long historical dimension, which is also the unique significance of this study. I hope to sort out the historical context of environmental issues in Beijing Daily as a whole, find out the problems and help Party newspapers improve the level of environmental issues related reports. The research finds that Beijing Daily's annual distribution of environmental issues reports is relatively average, with short messages as the main genre, and the proportion of communications tends to increase; the importance of low-carbon economy and green development is insufficient, and the popularization of environmental awareness needs to be strengthened; on the whole, it attaches importance to urban areas, rural areas, praise, criticism, description and analysis. In terms of agenda setting, Beijing Daily's environmental reporting agenda deviates greatly from environmental policy, and there will be problems of neglecting work. Finally, the research also puts forward countermeasures and suggestions for the problems found, and looks forward to the research and development of environmental issues from the perspective of agenda setting.
