在全球贸易保护主义加剧、国内改革进入深水期及国内金融体系机制不灵活的背景下，国务院通过了《中国（上海）自由贸易试验区总体方案》（以下简称上海自贸区）。该方案核心改革内容之一就是扩大中国服务业的开放，其中文化服务领域的开放值得我们关注。当今世界，金融、文化、贸易相互交融，各国竞争中的文化因素越来越突出，经济贸易发展越来越依赖文化软实力的支撑，文化软实力已成为国家核心竞争力的重要因素。我国多项政策规定均提出要推动文化产业成为国民经济支柱性产业。近年来，我国对外文化贸易不断发展，并呈现规模不断扩大、结构逐步优化 、对外投资目标日益多元化以及文化与科技融合有力地促进了新兴文化领域出口四个特点。但是，现阶段我国的文化产业尚属于幼稚产业，产业的综合实力和国际竞争力比较弱，在国际竞争中明显处于劣势，导致我国目前的国际文化贸易总体上处于逆差状态。本文通过分析上海自贸区在文化产业、产品、贸易方面政策安排估计其对我国文化贸易发展的影响。同时，对比分析主要国家或有特色国家的文化贸易发展情况及其经验，再结合我国文化贸易发展现状，探讨怎样设计上海自贸区的特殊政策来推动中国文化贸易发展。

Faced with drastic changes of economic situations both at home and abroad,China set up the“CHINA ( SHANGHAI ) PILOT FREE TRADE ZONE” in shanghai. With the appearance and development of cultural industry, The cultural industry of our country already presented the good situation, but there are still a lot of problems need to be solved.no doubt that the establishment of the Shanghai free trade zone is a new opportunity and new platform for the development of cultural industry. In view of the culture industry ,Shanghai free trade zone had enacted a series of policies. These policies have produced a wide range of influence. There have been many successful free trade area in the world, Based on the domestic cultural industry status ,we can draw lessons from foreign experience,and then designing the policy for cultural industry to promote the development of cultural industry.
