1609 年，伽利略首次使用望远镜观测星空，对以后天文学的发展产生深远影响。为纪念400 年前这一壮举，国际天文学联合会（IAU）已于2006 年10月确定2009 年为国际天文学年（IYA )，并等待联合国的最后审批。为了能充分把握IYA2009 这一我国天文科普的发展良机，进而推动天文普及教育在全国范围的开展，提升大众对于天文学和科学的认识水平。关于IYA2009 中国国内区域的活动策划是必不可少的。怎样才能使活动策划贴合国内实际情况，使我国国内地区的活动切实开展并产生广泛影响？对其他国家IYA2009 的活动策划进行调研，并从中取长补短，这是最直接有效的方法之一，同时这也为国内天文教育教学思想、方法提供了参考范本，有极大帮助作用。国内IYA2009 活动策划的另一个依据是参考2005年世界物理年活动的开展情况，分析其功过得失，并结合我国天文普及教育教学工作现状，提出中国大陆地区IYA2009 活动的工作构想，为我国天文科普提出新的观点和建议，并设计IYA2009 中国（大陆）地区官方网站。

In 1609, Galileo first used a telescope observing the night sky, which affects the future development of astronomy. To commemorate this feat International Astronomical Union (IAU) has set 2009 as the International year of Astronomy (IYA) in October 2006, waiting for the United Nations' final approval. In order to fully grasp this popular astronomical development opportunity, promoting universal education in astronomy nationwide launch and upgrade the astronomy and scientific understanding of general public. IYA2009 national activities planning of China (Nanjing) is essential. What we can do to make activities planning consistent with the actual situation, effective and having broad implications? To conduct investigations and activities planning of other countries 15 the most direct and effective way, it also provides a very helpful reference model and templates to domestic astronomical teaching ideas and methods. Domestic IYA2009 activities planning also base on the reference of 2005 International Year of Physics. Proposing new viewpoints and suggestions on our country education of astronomy according with the status of main land and raising IYA2009 activities of the concept are my work. key words: International Year of Astronomy (IYA); International Astronomical Union (IAU); planning activities
