中国政府开展购买公共服务,推动了政府职能的转变,为社会力量的发展提供了契机。在政府购买公共服务研究领域中,学界侧重探讨政府与社会组织的关系,从而来思考政府与社会的关系。本研究关注的重点是,在中国政府购买公共服务这一特定领域中,政府与公众之间的关系是怎样的?“政民关系”中的“政”是公共服务的“购买者”,主要指提供服务的基层政府;“民”是公共服务的“消费者”,主要指接受服务的基层公众。以“公众参与”和“政府回应”两个维度,构建中国政府购买公共服务中“政民关系”的理论解释框架,划分了四种中国政府购买公共服务中的“政民关系”。遵循“假设——检验”的研究范式,选取三个典型案例,对三种中国政府购买公共服务中的“政民关系”展开实证研究。对三种中国政府购买公共服务中的“政民关系”进行比较分析,梳理影响中国政府购买公共服务中“政民关系”的主要因素。实证结果表明,中国政府购买公共服务中,政府与公众的合作具有诸多优势。在此基础上,结合中国国情,提出了政府与公众在购买公共服务中要实现“适度合作”。政府与公众的“适度合作”是具有中国本土特色的概念,是中国政府购买公共服务中相对理想的“政民关系”。主要内容为: 第一章:导论。提出研究问题;分析研究意义;在研究综述基础上,指出研究空间;从方法论、研究方式、具体方法三个层面,设计研究方法。 第二章:关键概念与研究设计。界定核心概念;考察相关理论;分析现有“政民关系”理论在解释中国政府购买领域中的问题存在的局限性,构建中国政府购买公共服务“政民关系”的理论解释框架;提出研究假设。 第三章:购买公共服务中的代言型“政民关系”。以大连市D社区购买公共服务为案例,分析购买公共服务中政府与公众的地位、角色、权力、责任;从“公众参与”和“政府回应”两个维度,对代言型“政民关系”展开考察;归纳代言型“政民关系”的典型特征;探讨代言型“政民关系”对购买公共服务的影响。 第四章:购买公共服务中的抑制型“政民关系”。以北京市Y社区购买公共服务为案例,分析购买公共服务中政府与公众的地位、角色、权力、责任;从“公众参与”和“政府回应”两个维度,对抑制型“政民关系”展开考察;归纳抑制型“政民关系”的典型特征;探讨抑制型“政民关系”对购买公共服务的影响。 第五章:购买公共服务中的合作型“政民关系”。以深圳市H社区购买公共服务为案例,分析购买公共服务中政府与公众的地位、角色、权力、责任;从“公众参与”和“政府回应”两个维度,对合作型“政民关系”展开考察;归纳合作型“政民关系”的典型特征;探讨合作型“政民关系”对购买公共服务的影响。 第六章:购买公共服务中“政民关系”的影响因素。在比较不同类型购买公共服务中“政民关系”特征基础上,基于“公众参与”和“政府回应”两个维度,分别从制度因素、条件因素、心理因素、权力因素四个方面,探讨影响购买公共服务中“政民关系”的因素。 第七章:适度合作是理想化的购买公共服务中的“政民关系”。在比较不同类型的“政民关系”对购买公共服务影响的基础上,提出购买公共服务中政府与公众的“适度合作”的观点。适度合作是购买公共服务中“政民关系”的发展方向。提出购买公共服务中政府与公众“适度合作”的策略。 第八章:讨论与结论。得出假设检验的结论与主要研究结论。与现有理论展开对话。探讨需要进一步讨论的问题。指出论文尚存在的研究空间。

The Chinese government carries out the purchase of public services, which has promoted the change of government functions and provided an opportunity for the development of social forces including the public, social organization, etc. In the field of government purchase of public services, the academic community is more to discuss the relationship between the government and the social organization, and then discuss the relationship between the government and the society. The study focuses on relationships between government and citizen in particular area of the Chinese government purchase of public services. "Politics" in the relationships between government and citizen is the purchaser of public services, and "people" is the consumers of public services, mainly referring to the grassroots public who receive services. From the two dimensions of "public participation" and "government response", it constructs the theoretical interpretation framework about relations between government and citizen in Chinese government purchase of public services, forming four kinds of relationship between government and citizen"in the Chinese government's purchase of public services. Following the research paradigm of "hypothesis testing", three typical cases are selected to carry out an empirical study on relations between government and citizen in Chinese government purchase of public services. A comparative analysis between three relations between government and citizen in Chinese government purchase of public services, the main factors affecting relations between government and citizen in Chinese government purchase of public services are combed. The empirical results show cooperation between the government and the public has many advantages.On this basis, combined with the national conditions of China, it proposed that it’s necessary for moderate cooperation beteween government and citizen. Moderate cooperation between government and citizen is a concept with Chinese local characteristics and is a relatively ideal relation between government and citizen in Chinese government purchase of public services.The main contents are as follows: Chapter 1: introduction. It puts forward the research questions, analyzes the research significance, points out the research space on the basis of the research summary, and designs the research methods from the three levels of methodology, research methods and specific methods. Chapter 2: key concepts and research design. Defining core concepts, researching related theories, it analyze of the limitations of the general theory about relations between government and citizen in explaining Chinese government purchase of public services.It structures theoretical interpretation framework for relations between government and citizen in Chinese government purchase of public pervices. Put forward the research hypothesis. Chapter 3: the endorsement relationship between government and citizen in Chinese government purchase of public pervices. Taking Dalian D community as an example, it analyzes status, role, power and responsibility of the government and the public in the purchase of public services. From the two dimensions of "public participation" and "government response", it investigates the endorsement relationship between government and citizen. It summarizes the typical characteristics of endorsement relationship between government and citizen. It explores the influence of the endorsement relationship on government purchase of public pervices. Chapter 4: the inhibited relationship between government and citizen in Chinese government purchase of public pervices. Taking Beijing Y community as an example, it analyzes status, role, power and responsibility of the government and the public in the purchase of public services. From the two dimensions of "public participation" and "government response", it investigates the inhibited relationship between government and citizen. It summarizes the typical characteristics of inhibited relationship between government and citizen. It explores the influence of the inhibited relationship on government purchase of public pervices. Chapter 5: the cooperative relationship between government and citizen in Chinese government purchase of public pervices. Taking Shenzhen H community as an example, it analyzes status, role, power and responsibility of the government and the public in the purchase of public services. From the two dimensions of "public participation" and "government response", it investigates the cooperative relationship between government and citizen. It summarizes the typical characteristics of cooperative relationship between government and citizen. It explores the influence of the cooperative relationship on government purchase of public pervices. Chapter 6: the factors affecting relations between government and citizen in government purchase of public pervices. On the basis of comparing the characteristics of different types of relations between government and citizen in government purchase of public pervices, from the two dimensions of "public participation" and "government response", the factors that affect relations between government and citizen in government purchase of public pervices are discussed from four aspects: system factor, condition factor, psychological factor and power factor. Chapter 7: moderate cooperation is an idealized " relations between government and citizen " in government purchase of public services. On the basis of the comparison of the impact of different relations between government and citizen on Chinese government purchase of public services, it promotes that government and the public moderate cooperation in the purchase of public services. Moderate cooperation is the development direction of the "relations between government and citizen " in government purchase of public services. The strategy of "moderate cooperation" between the government and the public in public service is put forward. Chapter 8: discussion and conclusion. The conclusion and main conclusions of hypothesis testing are put forward. Start a dialogue with the existing theory. Further discussion needs to be discussed. It points out the existing research space.
