2008年5月12日,汶川地震引起北川县城比邻的唐家山产生一定的滑坡,形成了一座具有非常高的危害性的堰塞湖。为了避免堰塞坝发生溃决而造成较为严重的灾害,抗震抢险指挥部对唐家山堰塞湖开展了一系列的除险工程手段。 本文对唐家山堰塞湖地震之后的应急对策进行了细致深入的回顾分析,其中主要涉及到前期阶段应急处置对策分析、应急排险阶段应急处置对策分析以及后期阶段应急处置对策分析等三部分内容。前期阶段主要对震后的唐家山堰塞坝的地质以及地形条件等方面进行分析研究,并进行风险等级评估和监测预报等。对唐家山堰塞湖抢险指挥部后的现场应急勘查和相关资料获取进行总结讨论。应急排险阶段的主要任务是制定下游人员避险转移预案、进行科学应急排险,根据堰塞坝的具体特点和各种各样有可能出现的溃决方式,提出3种可能的工程排险方案,这也是实际抢险过程中能够考虑到的抢险方案,然后进行施工组织,同时建立堰塞湖检测系统,对地震现场的施工状况和水文特性等在实际抢险方案给予适当的调整,最后实施泄洪及排险工程。后期阶段主要任务是对保留的堰塞湖制定处理方案以及确立堰塞湖管理体制,包括堰塞湖塞坝安全管理、湖水资源管理、淹没区灾民的安置与补偿以及政策建议等。该抢险工程成功完成不但有效控制泄流过程,而且最大限度的降低对下游产生负面作用。最后对唐家山堰塞湖震后科学除险、应急处置以及塞坝稳定安全性给予总体评估,正是由于成功实现了对唐家山堰塞湖的有效处置,使唐家山堰塞湖对下游广大群众人身以及财产安全的威胁得到彻底解决,这一个实例具有非常典型的代表意义,鉴于这个原因,对这一应急处置对策进行系统研究,对于自然灾害能力的提高具有非常重要的现实意义。历尽生死劫难旖旎风光初现在全市旅游重建规划中,将唐家山堰塞湖当做北川地震博物馆里面的众多旅游观光景点的最主要的旅游风光带进行开发,打造成国家顶级景区。 唐家山开展的应急除险工作主要是按照“因势利导、凭借大自然的力量以及注重安全可控”的技术指导思想进行,可作为其他类似的大型堰塞湖抢险工作的科学指导原则进行借鉴,另外,通过公共危机管理理论框架研究这一个案例,并提出强化应急预控措施,也为将来应对自然灾害提供了参考范例。 |

A strong earthquake struck WenChuan of Sichuan province on May. 12, 2008, and after that, mountain landslide happened and formed a serious dangerous barrier lake. In order to avoid the dam burst to cause serious secondary disasters, the ministry of water conservation organized specific implementation and execution to rush and to deal with an emergency.Focusing mainly on the natural conditions, , characteristics and dam failure possibilities, three Engineering treatment measures have been proposed through the detailed studies of geological, topographical,, hydrological conditions and physical materials of the dam body of Tangjiashan Barrier Lake. By analyzing the in-situ construction and hydrological conditions, those proposals have been optimized and adjusted. Furthermore,, the proposals meet the requirements of construction and flood releasing to a satisfactory extent,, and completely defused the great threat to the downstream area. In this paper, the tangjiashan earthquake emergency countermeasure has carried on the detailed retrospective analysis, mainly involves the early stage of emergency, emergency disposal countermeasures analysis have emergency countermeasure analysis and late phase emergency countermeasure analysis, etc. Part three. Early stage of main dam of earthquake from the tangjiashan "research and analyze geological and topographic conditions, etc, and level of risk assessment, monitoring and prediction and so on. For the on-site emergency rescue headquarters after the tangjiashan quake lake exploration and summary on the related information for discussion. Emergency zone is the main task of the stage set transfer downstream personnel safety plans, conduct scientific emergency zone, according to the specific features of DAMS and topples all sorts of possible ways, puts forward three kinds of possible engineering zone scheme, which is actually can take into account in the process of emergency rescue plan, then carries on the construction organization, and establish lake test system, the construction condition and hydrological characteristics of earthquake field such as in the actual rescue plan give appropriate adjustment, the implementation of flood discharge and zone project. Late stage to deal with solution the main task is to keep the lake and lake management system, including lake dam safety management, water resource management, not the victims of resettlement and compensation as well as policy suggestion. The emergency project successfully completed not only effectively control the discharge process, and the maximum reduce have negative effects on the downstream. Finally the tangjiashan earthquake science and ensured, emergency disposal and DAMS stability security gives the overall assessment, it is because of the successful implementation of the effective disposal of the tangjiashan quake lake, the tangjiashan lake to downstream the masses get completely solve the threat of personal and property safety, the very typical representative significance for an instance, for this reason, research on the emergency disposal countermeasures system, for natural disasters ability raise has very important practical significance.Experienced the disaster scene at the beginning of life and death is now the city's tourism reconstruction planning, will the tangjiashan quake lake as the beichuan earthquake museum inside the many tourist attractions of the main tourist sight for development, the country's top scenic spots. Tangjiashan emergency and work mainly according to "improve the occasion, with the power of the nature and pay attention to safe and controllable" technical guidelines, can be used as a large-scale rescue work of other similar scientific guiding principles for reference, in addition, through the public crisis management theory to study this case, and puts forward strengthening emergency control counter measures, and also provides reference for dealing with natural disasters in the future. |
