为推动体育产业发展，国家体育总局于2006年支持地方创建体育产业基地工作，其中，以县域为单位而设立的国家体育产业示范基地对体育产业的发展起到了重要的引领和示范作用。截止到2018年2月，国家体育总局已经批准设立了36个国家体育产业示范基地（以下简称“示范基地”）。按照《体育产业发展“十三五”规划》，到2020年，国家体育产业示范基地将增至50个，未来这一数字还可能继续增加。这些已有国家体育产业示范基地的发展水平及可持续发展能力成为国家及地方政府十分关注的问题。 本研究从国家体育产业示范基地的概念出发，以现有36家示范基地为研究对象，将其放至县域经济的视角下进行研究。首先，本文通过文献资料法对目前国内外已有的县域经济相关理论及研究进行了剖析，同时分析了现有国家体育产业示范基地的发展现状，并依据迈克尔?波特的产业集群“钻石模型”，总结归纳了影响国家体育产业示范基地竞争力的4大因素，分别为体育资源、市场需求、发展环境和政府支持。其次，通过对现有国家体育产业示范基地和县域经济相关数据的梳理，运用SPSS统计软件，采用因子分析和主成分法，构建了包含4个一级指标和16个二级指标的国家体育产业示范基地竞争力评价指标体系，并计算得出各指标的权重值。最后，运用国家体育产业示范基地竞争力评价指标体系，选取现有国家体育产业示范基地2017年的相关数据，进行实证研究，对国家体育产业示范基地竞争力进行排序，同时，为拟培育和申报的国家体育产业示范基地提供建设方向和评价依据，结合实证分析结果，发现国家体育产业示范基地之间以及地区竞争力存在较大差异，相应地提出了持续提升国家体育产业示范基地竞争力的措施建议。

In order to promote the development of the sports industry, the State Sports General Administration supported the creation of local sports industry bases in 2006. Among them, the national sports industry demonstration base set up in units of counties has played an important role in guiding and demonstrating the development of the sports industry. By February 2018, the State Sports General Administration had approved the establishment of thirty-six national sports industry demonstration bases (hereinafter referred to as "demonstration bases"). According to the “13th Five-Year Plan” for the development of the sports industry, by 2020, the number of national sports industry demonstration bases will increase to 50, and this number may continue to increase in the future. The status quo of the development level of these existing sports industry demonstration bases and their sustainable development capabilities have become a matter of great concern to the national and local governments. This study starts from the concept of the demonstration base, takes the existing 36 demonstration bases as the research object, and puts them into the perspective of the county economy. First of all, this article analyzes the existing theory and research of county economy at home and abroad through the literature data method, and analyzes the development status of the existing national sports industry demonstration base. According to Michael Porter's industrial cluster “diamond model”, the four factors influencing the competitiveness of demonstration bases are summed up, namely sports resources, market demand, development environment, and government support. Secondly, through the combing of existing demonstration bases and county-level economic related data, SPSS statistical software was used, factor analysis and principal component method were used to construct a national sports industry demonstration base competitiveness evaluation index system with 4 first-level indicators and 16 second-level indicators, and weights were given to various indicators. Finally, using the evaluation index system of the competitiveness of the national sports industry demonstration base, and selecting relevant data from the existing demonstration bases in 2017 to conduct empirical research, this article ranks the competitiveness of the National Sports Industry Demonstration Base, and at the same time provides the construction direction and evaluation basis for the demonstration base to be cultivated and applied for. Based on the empirical analysis results, it is found that there is a great difference in competitiveness between the demonstration bases and in the distribution areas, and corresponding proposals are put forward to continuously improve the competitiveness of the national sports industry demonstration bases.
