智慧出行利用信息通信技术(ICT)提升交通系统的效率和可靠性,然而,ICT的发展并不一定使每个人都能受益,可能导致交通服务的不公平。本文首先分析了ICT对交通服务的影响,指出技术获取的不平等是交通劣势的显著问题,特别是在经济条件较差的群体中。其次,针对北京市的案例,采用定量研究方法对交通劣势进行了测度,并探讨了交通劣势人群的特征以及影响交通劣势的因素。研究结果发现,经济状况和ICT使用能力是影响交通劣势的关键因素,ICT使用能力提升,尤其是智能手机的熟练应用,能显著降低交通劣势。最后,本文为改善交通不公平现象提供了实证支持和政策建议。

外文摘要:

Smart transportation utilizes Information and Communication Technology (ICT) to enhance the efficiency and reliability of transportation systems. However, the development of ICT does not necessarily benefit everyone, potentially leading to unfairness in transportation services. This paper first analyzes the impact of ICT on transportation services, highlighting the significant issue of unequal access to technology, especially among economically disadvantaged groups. Subsequently, using the case of Beijing, comprehensive quantitative research methods were employed to measure transportation disadvantages and explore the characteristics of the transportation disadvantaged groups, as well as the factors influencing transportation disadvantages. The research findings reveal that economic status and ICT proficiency are key determinants of transportation disadvantage, with improved ICT proficiency, especially in the adept use of smartphones, significantly reducing transportation disadvantage. Finally, this paper provides empirical support and policy recommendations for addressing transportation inequalities.
