摘 要

随着越来越多的青年公务员进入中直机关,并逐渐成长为中坚力量,构建高效的激励机制,加强对这一群体的有效激励,是公共管理学科值得关注的问题。中直机关青年公务员普遍学历高、素质好,具有一定的创新意识,个性化需求强烈,并且希望能够在工作中实现自我价值。完善激励机制,有助于加强对青年公务员的培养使用,使他们成为理想信念坚定、业务能力强、忠诚干净担当的合格接班人,有助于优化人力资源配置、激发队伍活力,有助于增强机关单位的凝聚力,形成良好的工作氛围,进一步提升整体战斗力、执行力和凝聚力。当前,中直机关青年公务员仍然存在激励机制不完善的问题,激励效果有待提升,需要进一步优化完善激励机制,充分调动中直机关青年公务员的积极性和主动性,推动中直机关职能更好发挥。本文通过文献研究法、问卷研究法,基于中直机关某部级单位视角,研究中直机关青年公务员的激励情况,分析激励机制存在的问题及原因,进而提出解决对策。主要研内容包括:(1)通过问卷调研和深度访谈,分析中直机关某部级单位青年公务员激励机制现状,了解中直机关某部级单位青年公务员激励满意度;(2)从薪酬激励成效弱,晋升机制调控能力差,考核制度待健全,培训激励机制不完善等方面探究中直机关某部级单位青年公务员激励机制的问题及原因;(3)提出完善自我激励机制,完善薪酬福利制度,拓宽畅通晋升渠道,建立科学考核制度,强化培训激励作用等优化中直机关青年公务员激励机制的对策建议。本文旨在通过研究建立和完善中直机关某部级单位青年公务员激励机制,期望进一步激发青年公务员潜力,提高工作效率,增强组织凝聚力,帮助建设一支政治能力强、综合素质高的专业化中直机关青年公务员队伍,充分发挥生力军作用,同时,也希望通过研究为我国公务员激励机制的完善提供借鉴和启示,推动我国公务员制度的改革和创新。

With more and more young civil servants entering the central directly-affiliatedorgans and gradually growing into the backbone,to build efficient incentive mechanisms and strengthen effective incentives for this group, is the subject of public management is worthy of attention. The young civil servants in the central government have high educational background, good quality, creative consciousness,strong individual needs, and hope to realize self-value in their work. Improving the incentive mechanism plays an important role in mobilizing the enthusiasm of young civil servants and helps to strengthen the training of young civil servants, to make them become qualified successors with firm ideals and beliefs, strong business ability,loyalty and clean responsibility, which will help to optimize the allocation of human resources, stimulate the vitality of the team and help to enhance the cohesion of the organs and units, form a good working atmosphere, further enhance the overall fighting force of the organs and units, execution and cohesion. At present, the young civil servants under the central government still have the problem of imperfect incentive mechanism, the incentive effect needs to be improved, and the incentive mechanism should be further optimized and perfected, we will fully mobilize the enthusiasm and initiative of young civil servants in central government directly under the central government, and promote better performance of the functions of central government directly under the central government. Through literature research method and questionnaire research method, this  paper studies the incentive situation and problems of young civil servants in a ministry-level unit of the central government organ based on the perspective of the central government organ, analyses the problems and reasons of the incentive mechanism, and then puts forward countermeasures to solve the problems. The main research includes: (1) through questionnaire research and in-depth interviews, analyse the current situation of incentive mechanism of young civil servants in a ministry-level unit of the central government, and understand the satisfaction of incentive mechanism of young civil servants in a ministry-level unit of the central government; (2) from the aspects of weak effectiveness of pay incentive, poor regulatory ability of promotion mechanism, appraisal system to be improved,imperfect training and incentive mechanism, and organisational atmosphere needs to be strengthened to explore the problems and problems of the incentive mechanism of young civil servants in a ministry-level unit of the central government. (3) Propose countermeasures to optimise the incentive mechanism of young civil servants in a ministry-level unit of the central government, such as improving the remuneration and benefit system, expanding and opening up the promotion channels, establishing a scientific assessment system, and strengthening the role of training incentives. The purpose of this paper is to establish and improve the incentive mechanism for the young civil servants in a ministry-level unit directly under the central government, hoping to further stimulate the enthusiasm of the young civil servants, stimulate their potential and improve their efficiency, to enhance organizational cohesion and help build a contingent of high-quality and specialized young civil servants with strong political ability, high comprehensive quality, loyalty, cleanliness and responsibility in the central government directly under the central government, at the same time, we hope to provide reference and inspiration for the improvement of the incentive mechanism of our civil servants and promote the reform and innovation of our civil servant system.
