美国慈善基金会在中国开展资助活动的历史，最早可以追溯到1913年洛克菲勒基金会派出医学考察团来华考察，在其资助下建立的北京协和医学院及其附属医院，至今仍是国内顶尖级医疗、教育机构。其分支机构——中华医学基金会(China Medical Board, CMB)在华援助也有百年，在这一个世纪的援助过程中，CMB以其强大雄厚的资金力量、精英式的管理团队、科学的管理理念、高效的援助工作成为了中国慈善基金会学习和模仿的楷模。本文旨在对洛克菲勒基金会援助中国医学项目进行阐述，详细探讨CMB对我国医学院校的援助及其项目管理，重点论述CMB对西藏大学医学院20年间的项目援助状况。文章第一部分为绪论，简单介绍了本论题研究背景、选题缘由、研究意义、研究方法、概念界定和对洛克菲勒基金会的研究现状。正文第一章是洛克菲勒基金会与中国医学教育，在本章简单介绍了洛克菲勒基金会的创办、宗旨以及对中国的援助范围，重点介绍了基金会的得意之作——北京协和医学院，由此引出中华医学基金会。第二章主要从以下几个方面介绍中华医学基金会的项目管理，CMB资助的范围、资助对象、资助项目的申请和评审、经费的使用、项目的管理。第三章是中华医学基金会走进高原、来到西藏，在这一章论述了CMB对西藏医疗教育事业的援助，主要从筹建西藏大学医学院、对西藏大学医学院前十年的援助项目和后十年的援助项目等方面详细论述了这二十年来CMB对促进西藏医疗卫生事业发展做出的杰出贡献。最后一部分为文章的结语，在赞叹洛克菲勒基金会和中华医学基金会对我国医疗教育事业做出巨大贡献的同时，也要客观看待并理性分析这些慈善机构对我们的帮助，不盲目崇拜，不得意忘形。

The history of American charity foundations’ assistance to China can track back to as early as the year of 1913, when the Rockefeller Foundation sent medical investigation group to China and funded the Peking Union Medical College, as well as the affiliated hospital. The Peking Union Medical College and its affiliated hospital have always served as the most elite medical and education organizations since the establishment. The China Medical Board (CMB), which is the Rockefeller Foundation’s branch, has assisted China for over one hundred years. During a century’s assistance, the CMB has been a model among the foundations in China for its abundant funds, first-class management team, scientific management concept and its efficiency. In this study, the author sets forth the Rockefeller Foundation’s assistance to medical projects in China, investigates CMB’s fund to medical colleges in China and its project management. The focus is about CMB’s assistance to the Medical College of the University of Tibet during the past 20 years.The first part is introduction, which is consisted of the research background, the reasons about the selection of this topic, the significance of the research, the methods, the concept definition and the research status about the Rockefeller Foundation.The first chapter is about the Rockefeller Foundation and China’s medical education. In this part, the author briefly introduces the Rockefeller Foundation’s establishment, its mission and its assistance scope to China. This part underlines the Peking Union Medical College and brings out the China Medical College.The second chapter mainly talks about the CMB’s assistance scope and object, the application and review of the funding projects, the use of funding and management of the projects.The third chapter is about the CMB in Tibet. This part discusses CMB’s assistance to Tibet in medicine and education and the great achievements of these efforts from the view of establishing the Medical College of the University of Tibet, and the first decade and second decade’s assistance projects to the Medical College. The last part is conclusion, in which the author summarizes that people should not only see the Rockefeller Foundation’s and the CMB’s great contributions to China, but also should view this kind of assistance in the objective and reasonable way without too much worship.
