党的十八大以来，习近平总书记高度重视领导干部政治能力建设，围绕政治判断力、政治领悟力和政治执行力提出了一系列新观点、新思想、新论断，形成了习近平总书记关于领导干部政治能力的重要论述。本研究首先从当前时代环境入手探讨习近平总书记关于领导干部政治能力重要论述提出的生成背景，紧接着围绕习近平总书记关于领导干部政治能力重要论述“有何内容-如何落实-价值何在”的研究思路，系统阐述习近平总书记关于领导干部政治能力重要论述的理论体系和实践路径，对新时代提高领导干部政治能力、推进全面从严治党纵深发展具有重要的理论价值和实践价值。

本研究从“为什么”入手，深入分析了习近平总书记关于领导干部政治能力重要论述的形成背景。围绕世界处于百年未有之大变局、我国处于中华民族伟大复兴的战略全局以及党内正面临新形势新问题新变化三个方面，全方位阐述了习近平总书记关于领导干部政治能力重要论述形成的世情、国情、党情，深刻回答了有关论述提出的时代环境和迫切要求。

在前期研究的基础上，第四部分凝练形成习近平总书记关于领导干部政治能力建设重要论述的特征及价值。在特征方面，研究提出习近平总书记关于领导干部政治能力重要论述强调政治地位的统领性，明确人民价值的导向性，具备高瞻远瞩的战略性以及坚持问题导向的实践性；在价值方面，研究提出习近平总书记的重要论述丰富了马克思主义关于领导干部政治能力的理论学说，传承了中华民族优秀传统文化的进步政治理念，贡献了加强领导干部政治能力建设的智慧，提供了实现中华民族伟大复兴队伍保障方案。

This study firstly discusses the background of General Secretary Xi Jinping's important statement on political competence of leading cadres from the current environment, and then focuses on the research idea of "what is the content - how to implement - what is the value" of General Secretary Xi Jinping's important statement on political competence of leading cadres, which is important for improving the political competence of leading cadres in the new era and promoting the overall strict governance of the Party. It is of great theoretical and practical value to improve the political ability of leading cadres in the new era and to promote the comprehensive and strict development of the Party.

Starting from the "why", this study analyzes in depth the background of General Secretary Xi Jinping's important thesis on the political competence of leading cadres.
