全文共分为前言、正文、结语、参考文献、致谢五部分。前言主要介绍了本文的写作缘由和研究意义。第一章主要论述了我国人大代表制度的现有形式，即兼职制。我国人大代表兼职制的形成和发展有个过程：土地革命战争时期，中国共产党在革命根据地成立苏维埃代表大会开始了兼职代表制的尝试；抗日战争时期，党在敌后建立抗日民主政权进行了参议会议员兼职制的探索；解放战争时期，党在解放区建立人民代表会议实行兼职代表制；新中国成立后，1954年全国人民代表大会召开兼职代表制最终确立。党的十一届三中全会以后，人民代表大会决定实行人大常委会委员的专职化，设立人大专门委员会，实行人大常委会委员专职化。本章还论述了人大代表兼职制的现状。随着我国经济社会的发展，人民群众政治参与意识不断提高，兼职制的不足也日益显露出来，制约我国民主政治的发展。第二章对我国人大代表兼职制改革的方向进行了设想，即实行专职制。本章首先界定了人大代表专职制的涵义，人大代表专职制问题提出的背景，论证了我国实行人大代表专职制的必要性和可行性。从人大代表和代表机关两个维度分析论证我国实行人大代表专职制的必要性；根据我国人大代表制度改革的现实需要，以及对其它社会主义国家和西方国家实行专职代表制经验的认真考量，论证我国实行人大代表专职制的可行性。第三章论述了我国人大代表兼职制转变到专职制的主要路径。这一路径包括以下几方面：减少代表数量和政府官员当选人大代表的比例；完善选举制度和竞选机制；改革人大会议会期制度；采用合理的薪酬体系；建立专职人大代表退职保障制度；规范专门委员会的工作制度；实行专职人大代表部门和人大信访机构的合并。结语部分论述了我国人大代表由兼职制转变到专职制的改革，符合改革开放以来中国的实际情况，并提出了人大代表专职制试点的基本构想。
