养老保险制度是社会保障制度的重要组成部分。农民工群体社会保障制度的建立和完善与国家的经济发展和社会发展密切相关。目前，从各地参保的情况来看，农民工参加养老保险的积极性不高，退保率高。因此，如何设计一套符合农民工特征的养老保险方案需要探讨农民工的养老需求和农民工参保意愿的影响因素，这样才能保证政策的瞄准对象是农民工，也才能保证政策实施的效果。现有的调查大多数样本量比较小，多为区域性的调查，调查出来的参保情况和参保意愿有高有低，没有很强的说服力，而且，之前的调查更多考虑的是农民工社会经济地位因素对农民工参保意愿的影响，没有考虑到制度设计和传递的影响因素。本论文从样本和区域性克服了之前调研的不足，试图回答影响农民工参保的制度性或结构性因素与个人社会经济地位因素综合作用的重要性。结果显示，农民工的个体社会经济特征和家庭因素中性别、年龄、受教育年限、子女数、需要赡养的老人数对农民工参保意愿有不同程度的影响，而收入这个变量却对农民工参保意愿影响不显著；此外，与制度相关的一些因素如农民工打工省份、就业行业性质、是否签订劳动合同、农民工自身是否了解养老保险政策信息、对参保手续看法、养老保险费率等都会在不同程度上影响农民工的参保意愿。最后，论文结论指出农民工群体、政府、企业和公民社会团体在推动农民工养老保险政策发展和完善的过程中应发挥各自的作用，以确保农民工享有社会保障权利，实现社会公正的目的。

As one part of social security system, old-aged insurance for migrant workers is an important issue for economic growth and social development. Though the government has issued a series of regulations and policies to encourage migrant workers to participate in old-aged insurance system, migrant workers don’t have high enthusiasm because they cannot afford relatively high fee and they are not beneficial from the policy in the near future. In addition, migrant workers move from one place to another place in a short time, but the policy for them fails to consider the common characteristic of migrant workers. For this consideration, it is important to explore the factors which have an impact on migrant workers’ willingness to participate in old-aged insurance scheme. Some researches have realized that the migrant workers’ socio-economic factors and family factors will influence their intension to take part in old-aged insurance scheme. But few concern institutional factors such as policy design，policy delivery and policy implementation. Therefore, the paper attempts to explore the comprehensive factors. And the result presents that the location，the nature of industry, labor contract status, migrant workers’ understanding to old-aged insurance scheme and something like these institutional factors do influence migrant workers’ willingness to participate in old-aged insurance scheme.
