二十世纪80年代以来，改革开放给中国农村社会带来深刻的变迁和巨大的进步。农村农业生产力和经济发展水平全面增长，乡镇农村企业崛起，农村社会结构变换，农民价值观和行为方式发生改变，这都昭示着中国农村社会正在发生迅速而又全面的转型，由传统型农村社会向现代型农村社会转型，体现了农村城镇化和现代化。经济基础决定上层建筑，经济问题一直都是人们首要关注的重点，尤其是在先前相对贫困的农村，如何让农民收入提高和改善他们的生活也一直是政府和社会关注的焦点。通过理论和实践证明，在农村建立经济合作组织是最有效最稳定地带动农民致富的方式之一，那么，为了给村庄和农民都带来经济效益和实惠，农村经济合作组织该如何建立和如何持续发展，就成了一个广为关注的问题，于是本文对农村经济合作组织的组织化机制问题进行研究，找寻组织稳定持续良好发展的方式和途径，实现农村经济合作组织传统向现代的转型。研究从成员组织化、目标组织化和结构组织化三个部分对个案青林村苗木花卉专业合作社组织化过程进行了阐述，分析在此过程中形成的精英带动型机制、合法性机制和资源获得机制，其中精英带动型机制和合法性机制属于内系统，资源获得机制属于外系统。经研究表明，根据个案经验，组织化机制是多元复合且现代化的。在内系统中，精英带动型机制主要是在成员组织化的过程中形成的，村庄精英起着重要并且是决定性的作用，并且组织成员之间存在分工协作的契约关系，合法性机制是在目标和结构组织化的过程中形成的，制度起着重要作用，作为一种契约，对组织和组织成员形成了约束，在组织中形成了科层制结构。在外系统中，资源获得机制强调的是外部环境对组织化的积极影响，重点关注政府政策对组织化机制的支持和推动作用，主要包括政府持续建设领导体系、广泛推动宣传教育和大力开展科技培训等，组织在与环境的互动中，不仅降低了交易和运作成本，还形成了与政府公平交换资源的局面。因此，内系统中的精英带动型机制和合法性机制与外系统中的资源获得机制共同运作构成了青林村苗木花卉专业合作社的现代型组织化机制，由传统向现代转型，为农村经济合作组织的发展和农村经济社会的发展做出了贡献。

Since 1980s, China's reform and opening have brought the rural society profound changes and tremendous progress. The development of agricultural productivity and economic level in rural area, the rise of rural enterprises, the transformation of rural social structure, the change of farmers' values and behavior, all of these show China's rural society is undergoing rapid and comprehensive transformation, which is from traditional to modern and urbanization. Economic foundation determines the superstructure, so the economic problem which people primarily focus on, especially in the previous relatively poor rural areas. How to increase farmers' income and improve their lives has been the focus of government and society as well. Theory and practice has proved that establishing rural economic cooperation organization is the most effective and stable way to make the local farmers rich. Therefore, rural economic cooperation organization is how to build a sustainable development in order to bring economic benefits and affords to villages and farmers, which has become a widely concerned issue. The research focus on the organizational mechanism of rural economic cooperation organization, so as to find the ways and methods of organization’s stable and well development, to realize the rural economic cooperation organization’s transformation from tradition to the modern. The research centers on three parts of the organizational process of seedlings and flowers cooperative, which are member, goal and structure, in order to analyze the three mechanisms set up in these process. The three mechanisms are elite leading mechanism, legitimacy mechanism and resource acquisition mechanism. The elite leading mechanism and legitimacy belong to the internal system, while the resource acquisition mechanism belongs to the external system.According to the case study, studies show that the organizational mechanism is multivariate and modern. In the internal system, the elite leading mechanism is primarily formed in the process of member’s organizational process. The elites in the village play an important and decisive role. The members in the organization have coordination, distribution and contractual relationship. Legitimacy mechanism is formed in the process of goal and structure. As a kind of contract, rules and regulations play an important role to restrain the organization and members, forming the bureaucracy organization. In the external system, resource acquisition mechanism emphasizes the positive influence of the external environment on the organization and centers on support and promotion to organizational mechanism form the government's policy. The supports are included of the continued leadership construction of government, widely promoting publicity and education and developing technology training. In the interaction with the environment and organization, not only reducing the transaction and operation cost, but also forming a situation in which fair exchange resources with the government. In a word, the elite leading mechanism and legitimacy mechanism belong to the internal system and resource acquisition mechanism belongs to the external system all compose the organizational mechanism of rural economic cooperation organization which form traditional to modern and contributes to the development of the rural economic cooperation organization and rural area.
