Low-Cost Carriers (LCCs) have developed rapidly in recent years. Low-cost airlines have strictly controlled costs, which can provide passengers with low fares and meet the needs of passengers with relatively low consumption capacity for air transportation,Enriched the format of the civil aviation industry. However, whether the pursuit of low cost will reduce safety is a question that low-cost airlines have always existed in society. Based on this, this thesis takes Spring Airlines, the first low-cost airline in China, as the research object, and analyzes the relationship between its low-cost strategy and flight safety in theory and practice, and makes recommendations for Spring Airlines' future flight safety management.

This thesis first makes a statistical analysis of the domestic and foreign civil aviation flight safety levels, points out the current overall safety situation of civil aviation and the main areas and causes of unsafe incidents, and points out that the current civil aviation unsafe incidents are mainly due to human and mechanical factors resulting in. After analyzing the current status of Spring and Autumn Aviation's safety management system, it was found that its organizational structure, rules and regulations, resource management, and safety investment are well-managed in all aspects. It has effective prevention and control measures for the current major risk sources of civil aviation and achieved good safety. The management effect also pointed out that its safety investment is high and the cost reduction has never been done. Later, DEA analysis was used to evaluate its safety investment from both economic and safety benefits. It was found that Spring Airlines' cost investment was efficient in terms of safety and inefficient in terms of economy, and further used the evolutionary game model to point out that the reputation factor was The key to Spring Airlines' high-safety investment cost decision is the relative size of the sum of the benefits of reputation and the losses of accidents and the cost savings, and the simple parameter calibration indicates the reputation benefits and When the sum of the accident costs is greater than 2.5 times the cost savings, Spring Airlines has no incentive to reduce safety investment.
