主流媒体是传播国家声音、塑造国家形象的重要载体,并充当政府与民众、国内外之间的信息桥梁,其重要性日益显著。主流媒体人才的素质和能力直接关乎国家文化软实力和国际影响力。习近平总书记强调,主流媒体人才应坚持正确的政治、舆论、新闻和工作方向,这体现了党和国家对主流媒体人才的高度重视和殷切期望。2020年9月,中共中央办公厅和国务院办公厅联合发布指导意见,强调深化体制机制改革,加大全媒体人才培养力度,为媒体人才培训提供了制度保障。在全球化与信息化背景下,主流媒体行业面临巨大变革,人才培训体系的完善与创新成为提升主流媒体竞争力的关键。XX广播电视台作为主流媒体代表,其人才培训体系具有高度的代表性和研究价值。 本研究通过文献研究法,梳理了学习型组织和媒体人才培训的研究现状,发现过往研究主要聚焦传统媒体视角对媒体人才培训进行探讨,对于主流媒体在人才培训方面的独特性和复杂性关注不足。特别是在学习型组织理论与主流媒体人才培训体系之间的内在契合点方面,现有的研究相对较少。基于此,本研究结合学习型组织理论,通过问卷调查法和访谈法,从XX广播电视台共同愿景在培训设计阶段的融合、自我超越在培训分析阶段的深化、心智模式在培训开发阶段的发展、团队学习在培训开发阶段的突破、系统思考在培训评价阶段的优化等五个方面展开调查,全面分析了XX广播电视台人才培训体系的现状,找出了培训理念与共同愿景的一致性未形成广泛共识、培训针对性不强、培训主动性不高、培训成果转化存在障碍、培训评估作用发挥不明显等问题。针对这些问题,本研究结合学习型组织理论,按照培训设计阶段、培训分析阶段、培训开发阶段、培训实施阶段和培训评价阶段对问题产生原因进行总结归纳,发现培训设计方案与共同愿景契合度不足、需求分析无法精准匹配人才自我超越需求、培训管理机制缺陷制约人才自我超越、协同思维影响团队学习氛围、评估机制缺乏系统性等方面问题成因。 结合学习型组织理论及主流媒体的实际特点,本研究提出了主流媒体人才培训体系的优化设计方案。在培训设计阶段,聚焦主流媒体战略发展,打造基于共同愿景的人才培训方案;在培训分析阶段,完善多维度人才培训需求分析,健全主流媒体人才发展机制;在培训开发阶段,健全平衡心智模式的人才培训管理机制,完善主流媒体人才交流方式;在培训实施阶段,实施深化团队学习的人才培训成果转化措施,拓宽多元化主流媒体人才培训形式;在培训评价阶段,系统构建人才培训评估反馈机制,建设主流媒体学习型组织。这些策略的实施不仅为XX广播电视台人才培训体系的优化提供了具体策略,也为整个主流媒体行业人才培训体系的建设与完善提供了有益借鉴。通过实施这些优化措施,有助于构建人人学习、时时学习的良好氛围,营造资源共享、互通互助的学习环境,使主流媒体人才在专业成长的道路上持续进步。 |

The mainstream media,which serve as an important carrier for disseminating the national voice and shaping the national image,and also act as an information bridge between the government and the public as well as the inside and outside of the country, are becoming increasingly important. The capacity and ability of mainstream media talents are closely related to national cultural soft power and international influence.General Secretary Xi Jinping stressed that mainstream media talents should adhere to the correct political,public opinion,journalism and communication,reflecting the Party and the State's high attention and expectations for talents in mainstream media.In September 2020,the General Office of CPC Central Committee and the General Office of the State Council jointly issued guiding principles on deepening the reform of the state institutions, enhancing cultivation of all-media talents, providing institutional guarantee for media talent training. The mainstream media industry is facing tremendous changes in nowadays globalization and informatization, the improvement and innovation of the talent training system has become the key to improving the competitiveness of mainstream media. As a representative of mainstream media, XX Radio and Television Station’s talent training system is highly representative and of research value. The study uses literature research method to sort out the current research status of learning organizations and media talent training.The study found that previous research mainly focused on the discussion of media talent training from traditional media’s perspective,with insufficient attention on the uniqueness and complexity of mainstream media in talent training. There are relatively few studies on the internal relationship between the learning organization theory and the mainstream media talent training system.Using the learning organization theory,this study conducted a comprehensive analysis of the current status of the talent training system at XX Radio and Television Station through questionnaires and interviews.The study was conducted from five aspects:the integration of XX Radio and Television Station's shared vision in the training design stage, the deepening of self- transcendence in the training analysis stage, the development of mental models in the training development stage,the breakthrough of team learning in the training development stage,and the optimization of systematic thinking in the training evaluation stage. The study identified several issues,including the lack of consensus on the alignment between training philosophy and shared vision, the insufficient targeting and initiative of training, obstacles in the transformation of training outcomes, and the ineffectiveness of training evaluation. To address these issues,the study summarized the causes of the problems based on the theory of learning organizations and according to the stages of training design, analysis, development, implementation, and evaluation. The causes identified included insufficient alignment between training design plan and shared vision,the inability of needs analysis to accurately match individuals' self transcendence needs, constraints on talent self-transcendence due to deficiencies in training management mechanisms,the influence of collaborative thinking on team learning atmosphere,and the lack of systematicness in evaluation mechanisms. Combining the theory of learning organizations and the actual features of mainstream media,the study proposes an optimized scheme for the talent training system of mainstream media. During the training design stage,it should focus on the strategic development of mainstream media and create a talent training program based on a shared vision.In the training analysis stage,it should improve multdimensional talent training needs analysis and strengthen the talent development mechanism for mainstream media. During the training development stage,it should establish a balanced talent training management mechanism based on mental models and improve the talent exchange methods for mainstream media. In the training implementation stage, it should implement measures to deepen the transformation of team learning outcomes into talent training achievements and expand diversified talent training forms for mainstream media. Finally, in the training evaluation stage, it should systematically build a talent training evaluation and feedback mechanism and establish a learning organization for mainstream media. The implementation of these strategies not only provides specific approaches for optimizing the talent training system at XX Radio and Television Station, but also offers valuable insights for the construction and improvement of talent training systems across the entire mainstream media industry. By implementing these optimization measures,it will help create a favorable atmosphere of continuous learning everyone, anytime and anywhere,foster a learning environment of resource sharing, mutual assistance and communication, and enable mainstream media talents to continuously progress on their professional growth path. |
