目前我国基金会处于发展阶段，基金会的筹资情况成为其生存和发展的关键，公募基金会也不例外。我国公募基金会均有官办背景，长期遵循政府选择的规律。作为能够向社会公众广泛公开募集的慈善组织，公募基金会在聚集社会各界资源长期作用于公益领域方面起着不可忽视的作用。随着社会的发展和公众社会意识的加强，我国基金会正处于由政府选择到社会选择的转型时期。为适应新环境下的新要求，公募基金会的筹款对象、方式和理念必然发生转变。本文以全国性公募基金会为研究对象，通过对公募基金会理想筹款方式和目前筹款现状进行总结，分析公募基金会筹款方式产生偏差的原因，提出公募基金会今后努力的方向。

In China, the public-raising foundations are in the stage of development. As one of the basements for survival and improvement, fundraising is quite important to foundations. In our country, the public-raising foundations are all established officially, and have made a very deep influence on public charities for its convergent social resources widely.With the development of society and the people’s social consciousness, the foundation is in the transition period from the government choice to social choice currently in China. To meet the needs of environmental changes, the fund-raising targets, the methods and philosophies must be converted. This study pays particular attention to the public-raising foundation. By comparing the fundraising mode actually with it under ideal conditions, we analyzed the factors which caused the differences between these two situations, and then provided some suggestions to improve the public-raising foundations.
