城镇化是关系着国家经济社会发展的重大战略性问题，被认为是继家庭承包责任制后在广大农村发生的第二次革命。近年来，在农村城镇化建设逐步深入的同时，呈现出日益复杂的问题并阻碍着农村城镇化建设的发展。从农民离开土地进城到农业产业的发展；从农民居住集中到城镇开发建设；从农民的利益保护到农村的和谐稳定，都共同的指向同一个问题——土地流转问题。土地流转是连接农村城镇化与农业现代化的桥梁，通过土地流转实现农业现代化与城镇化的协调发展，是我国经济发展的内在要求。现行土地流转制度存在的问题是阻碍当前农村城镇化发展进程的根本性问题，因而创新土地流转制度成为解决农村城镇化发展瓶颈的有效途径。本文以土地流转制度创新理论为依据，以加快农村城镇化进程为目标，从农村城镇化进程中土地利用情况出发，以苏北徐州市睢宁县为样本，首先阐述了当前农村城镇化进程中土地流转现状，并分析出农村城镇化建设与当前农村土地流转制度的突出矛盾；继而透析了当前农村土地流转制度存在的问题根源；最后，本论文以苏北徐州市睢宁县“三集中”实践为例，围绕农村城镇化进程中土地流转制度创新问题展开研究，提出了“三集中”制度化构想，以期探求出能够破解农村城镇化发展瓶颈制约的新思路，从而推进中国农村城镇化建设的可持续发展。

Rural urbanization is a matter of national political， economic and social development of important strategic issues， be considered after the household contract responsibility system second revolution occurring in the vast rural areas. These issues， both the development of agricultural industry， farmers ' lands to the city; both urban development and construction， is a farmer living concentration; no matter is the protection of the interests of farmers， and rural harmony and stability， to the same problem--the land circulation is common. Land circulation is to connect rural urbanization and agricultural modernization bridges. Existing problems of land t circulation system is currently hampered the development process of rural urbanization fundamental issues, and institutional innovation is the effective way to solve the bottleneck of the development of urbanization.In this paper， based on the theory of land circulation system innovation， to speed up the process of urbanization in rural areas as the goal， with a sample of northern Jiangsu Suining County, Xuzhou City, first elaborated the process of urbanization of rural land currently circulation of the status quo, and to analyze the construction of rural towns and prominent contradictions current rural land system; then dialysis root of the problem of rural land system in the presence of current; Finally, this thesis study northern Jiangsu Suining County, Xuzhou City "three centralized 'practice for example, proposed a "three centralized" institutionalized idea to explore a new idea of the development of rural urbanization able to break the bottleneck, thus advancing sustainable development of urbanization of China's rural areas
