基层公职人员是与人民联系最为紧密的“公仆人员”。他们站在最前线为人民服务,扑下身子、真践实履力求中央政策在“最后一公里”落在实上,任务艰巨且责任重大。在中国传统“官本位”的思想影响想下,不同于企业员工对薪资回报及知识技能等需求,“职位”和“权力”可能是公职人员衡量职业成功的标尺。职业高原描述个人的职业发展在组织中遭遇停滞状态,这是一种糟糕的工作经历,“升迁停滞”“职业边缘化”,可以具体表现为公职人员的职业高地。他们在工作中,因职级晋升困难、工作岗位流动难度大而感知“升迁停滞”,因个人被上级组织关怀亦少、权力及影响力相对减少而感知“职业边缘化”。基层公职人员作为公共部门工作人员,他们的公共服务道德在服务的提供过程中起着至关重要的作用,随着公众对公共服务的诉求也越来越高,因而进一步被要求具有追求整体利益,而不是关注自我利益的奉献精神。成长需求强度是个体重要的内在特质,表达了个体对自身在工作中获得学习、成长及成就的渴望。人们对职位的渴求是压倒性的,然而,基层公职人员的职位发展存在通道单一、上升空间狭窄、职务流动困难、管理和变革滞后等问题,致使大批基层公职人员面临着“仕途天花板”现象,基层公职人员的职业发展前景不容乐观。同时,面对工作压力和对其外部监督的不断加强,基层公职人员的服务动机和行为还存在不容小觑的问题,如服务意识淡薄、漠视公众需求、为官不为、庸政懒政,甚至出现消极腐败等缺乏公共服务动机的现象。 本研究旨在资源保存理论视角下,探讨基层公职人员在工作中出现的职业生涯高原对其公共服务动机产生的影响。通过对新疆维吾尔自治区60多个的基层单位公职人员进行问卷调研,收回354份有效问卷,采用职业生涯高原量表、公共服务动机量表、自我损耗量表和成长需求强度量表作为测量工具,构建了基层公职人员职业生涯高原对公共服务动机影响的研究模型,运用Spss26.0和Mplus7.0对问卷数据进行整理与分析,并论证了该研究提出的假设。 本文得出了如下结论:职业生涯高原正向显著影响公职人员的自我损耗;成长需求强度正向调节基层公职人员职业生涯高原与自我损耗之间的关系;自我损耗负向显著影响基层公职人员的公共服务动机;自我损耗在职业生涯高原与公共服务动机间起到了中介作用;成长需求强度通过自我损耗的中介负向调节公共服务动机,即基层公职人员成长需求强度越高,因感知职业生涯高原而自我损耗的程度越强,从而导致公共服务动机越弱,反之亦然。通过探究基层公职人员职业生涯高原对公共服务动机的影响机制,求证因职业高原而影响公共部门工作人员公共服务动机的问题,在个人感知层面和内在特质层面拓展了公职人员公共服务动机的研究思路。启示公共组织要重视基层公职人员的公共服务能力,帮助其树立正确的价值观和责任感,进一步提升其公共服务动机,从而推动公共政策的有效落实,加大对这一群体职业生涯的关注和支持。 |

Since grassroots public servants are the "public servants" who have the closest connection with the masses. They stand at the forefront to serve the people, dive down and make every effort to implement the central governmental policies in the "last mile" with arduous tasks and great responsibilities.Under the influence of the traditional "official standard" thought in China, "position" and "power" may determine the career success of civil servants, which is obviously different from the demand for salary return and knowledge and skills of employees in enterprises.Career plateau describes the negative work experience of an individual in an organization with stalled career development. The career plateau of public servants can be manifested as "stagnation of promotion" and "marginalization of position". In the public service system, they perceive "stagnation of promotion" because of the difficulty or job mobility, then perceive "marginalization of position" due to the care of individuals by superior organizations or the relative reduction of power and influence.As public sector workers, the public service ethics of grassroots civil servants plays a crucial role in the process of service provision. With the increasing demands, they are further required to have the dedication spirit of pursuing overall interests at the expense of self-interests.Growth demand intensity is an important intrinsic characteristic of individuals, which expresses the desire to learn, grow and achieve in their work.The desire for status is overwhelming, but the career development of low-level public servants is not promising, with the problems of single development channel, narrow space for advancement, difficult job flow, lagging management and reform, resulting in a large number of grassroots civil servants facing the "career ceiling" phenomenon.Moreover,In the face of work pressure and the strengthening of external supervision, there are still some problems in the service motivation and behavior of grassroots civil servants, i.e. weak service consciousness, disregard of public demand, neglectful duties, lazy administration, and even passive corruption. From the perspective of resource conservation theory, this study explores the influence of career plateau on the motivation of grassroots public servants to serve the public. With the questionnaire survey of more than 60 civil servants in grass-roots units in Xinjiang Province, it recovers 354 valid questionnaires by using career plateau scale, public service motivation scale, ego depletion scale and growth demand intensity scale as measuring tools, then adopts Spss26.0 and Mplus7.0 to collate and analyze the questionnaire data, thus constructing the research model of the influence of career plateau on the motivation of public service. It draws the following conclusions: Career plateau positively and significantly affects the ego depletion of public servants; growth demand intensity positively moderates the relationship between career plateau and ego depletion of grassroots public servants; ego-attrition negatively affects the public service motivation of grassroots public servants; ego depletion plays a mediating role between career plateau and public service motivation; growth demand intensity negatively regulates the motivation of public service through the intermediary of ego depletion, that is, the higher the growth demand intensity of grassroots public servants, the stronger the ego depletion due to the perceived career plateau, which leads to the weaker motivation of public service, and vice versa. By exploring the influence mechanism of career plateau of grassroots civil servants on the motivation of public service, it proves that the career plateau affects the motivation, also expands the research idea of public servants' motivation in the level of individual perception and intrinsic characteristics. It reveals that public organizations should pay attention to the public service ability of grassroots public servants, increase their attention to and support for their career, help them establish correct values and sense of responsibility, further improve their motivation, so as to promote the effective implementation of public policies. |
