督促检查工作机制作为我国党委系统监督决策执行和落实领导意图的途径之一，与正式法律法规行文等执行方式相比，具有特殊性、行政性，是具有中国特色的行政方式。河北省党委系统督查工作近年来进行了大胆尝试与实践，取得了一定成效，得到了中央领导和省委领导的充分肯定，总结和丰富河北省党委系统督查工作实践与经验具有一定意义。以科学发展观与中国特色社会主义理论为指导，借助规范分析和实证分析手段，通过理论与实践相结合，论文尝试性地归纳总结了这一机制特性，初步研究并总结了河北省党委系统督促检查工作机制，并对未来我国党委系统督促检查工作机制的发展与完善提出了探索性思路。论文通过进行中西方关于行政监督等相关理论研究，充分体现了监督执行在中西方普遍受到重视；归纳总结督促检查涵义、性质、意义和有效性，揭示了督促检查对于推动决策落实的重要作用；回顾我国督促检查机制历史沿革及现状，总结了不同时期的督促检查特点。重点论述了河北省党委系统督促检查机制运行情况，分别利用案例分析手法，介绍了决策督查、批办督查和综合督查三项主要工作内容及其成功标准，概要阐明了各自的工作职能和工作规范流程；分析了当前河北省党委系统督促检查工作机制存在问题。论文简要分析了“上有政策、下有对策”的变通执行现象类型与弊端，提出以此行政背景，适应社会与时代发展，加强督促检查十分必要和重要，针对河北省党委督查工作目前现状，提出了完善对策与建议，积极探讨了科学定位督查工作地位、继续深化督查工作理论研究、逐步完善督查工作制度体系、切实规范督查工作领导体系、不断加强督查工作机制建设、努力创新督查工作方法手段、注重构建“大督查”格局、继续加强督查工作队伍建设、大力推动督查工作法制建设等督查工作的发展趋势，力图推动党委系统督促检查工作机制健康、有力发展，充分发挥督查各级党委和政府决策、政策落实的职能作用，以服务于国家经济发展、社会和谐建设和人民生活不断富足的历史进程。

As a way of supervision and inspection for carrying out leaders’ intent in China, mechanism of supervision and inspection has particularity and administrational trait comparing with the methods of law and code. It is Chinese character administrational mode. The mechanism of supervision and inspection of our party in Hebei province had some bold attempt and practice, and made some achievement, which got praise from leaders of central government and provincial government. It is important to summarize these works for future development. According to the view of scientific development and theory of socialism of Chinese characters, by means of criterion analysis and demonstration analysis, and with the mode of theory and practice combining, the thesis tries to research and summarize characteristics on it, and points out the developmental direction of mechanism of supervision and inspection of our party in future.The dissertation expatiates the theories of administrational supervision of China and western countries by comparing method, which incarnates the recognition to administrational supervision form many western countries adequately. It concludes the concept, characters，meaning and validity of supervision and inspection which shows its important function of driving for fulfilling decision-making. It reviews the history and status of the mechanism of supervision and inspection of our party, and sums up different characters in different phases. It discusses moving circs of mechanism of supervision and inspection of our party in Hebei province and introduces the content and standards about supervision and inspection on decision-making, on warrant, and on integration by analysis of work instance. It also clarifies the function and criterion flow in summary. As the same time, it points out some problems about the system.The thesis analyses phenomena type and abuse of alternative carrying out, and bring forward the importance of enhance supervision and inspection. Based on actuality of mechanism of supervision and inspection of our party in Hebei province, it discusses the developmental direction such as to confirm station, to deepen theatrical research, to perfect work system, to regulate leading system, to constitute work mechanism, to innovate methods, to build big pattern, to strengthen procession making, and to force the development in legal system. All of these are in the interest of healthy and strong development of the mechanism of supervision and inspection of our party, and with its best function, it will benefits for the economic development, society harmony and people’s rich life.
