        随着我国经济社会的快速发展、综合国力的不断增强,我国移民管理工作正处在改革开放开启新征程的和世界环境大变革全新历史方位。日渐繁荣的全球经济一体化,全球范围内的出入境活动越来越频繁,与此同时中国公民出境人数与外国人入境人数同步快速增长。面对新时代移民管理体制改革的格局,移民管理机构要着眼通关便利,深化服务职能,顺应国家战略布局。随着香港、澳门、珠海融合往来的高质量发展,可以预见的是,港珠澳大桥珠海公路口岸无论是对香港方面还是对澳门方面的客流量、车流量逐渐攀升将成为新常态。

        本文基于国家移民管理机构改革的时代背景,选取港珠澳大桥珠海公路口岸作为案例分析对象,用案例研究法,从影响便民措施落实推广的跨部门合作的因素入手,结合港珠澳大桥珠海公路口岸实际,首先明晰了国家移民管理机构、口岸联检单位、政府部门等在移民管理便民措施跨部门合作的内涵。根据协同治理方面的知识理论,通过对协同论中的“协同”拆解分别深层探究、对资源依赖理论从公共管理视角的反观、对阻碍协同优势理论三种情况的因素分析,对港珠澳大桥珠海公路口岸国家移民管理机构、海关等口岸单位部门间的合作状况进行案例分析,从科学法则方面找寻内容多样的跨部门合作的本质规律。其次,从制度基础、合作主体及其职能、合作机制以及成效等方面对移民管理便民措施跨部门合作的现状进行了梳理。再次,对调研中发现的跨部门合作中的口岸治理体制中用警效率偏低、内部共享机制不健全、口岸联动机制不完善、分段管理分段运营、各管理方职责交叉、政策供给落后等问题进行归纳梳理及阐述,剖析成因。同时,对本文研究的问题进行国际先进经验的借鉴。最后,以“三个结合”作为下一步工作发展方向,给出移民管理便民措施跨部门合作语境下的工作举措,推动口岸综合治理水平提升。从研究启动大桥专项立法、明确专门统一的管理协调机构、推动口岸查验模式再造,探索粤港粤澳“双向前置、一地两检”可行性等三个方面提出优化路径,推动大桥服务湾区建设高质高效。

        With the rapid development of Chinese economy and society and the continuous strengthening of comprehensive national strength, Chinese immigration management comes to a new historical position under the new stage of the reform and opening-up policy and the transformation of the world environment. With the increasingly prosperous economic globalization, the entry-exit activities are becoming more and more frequent across the globe, along with the simultaneous rapid growth of Chinese emigrants and foreign immigrants. Facing the reform of immigration management system in the new era, immigration management administrations should focus on the facilitation of customs clearance, advance their service functions, and adapt to the national strategic layout. With the high-quality development of integrated communications between Hong Kong, Macao and Zhuhai, the gradually ascending traffic of the Hong Kong-Zhuhai-Macau Bridge Zhuhai Port will become an appreciable new normal.

         Based on the historical background of the reform of the National Immigration Administrations, this paper selects the Hong Kong-Zhuhai-Macau Bridge Zhuhai Port as the case study object, and uses the case study method to start with the factors affecting the implementation and promotion of interdepartmental cooperation on convenience measures. Firstly, combining with the reality of the Hong Kong-Zhuhai-Macau Bridge Zhuhai Port, it clarified the connotation of interdepartmental cooperation of national immigration management agencies, port joint inspection units and government departments in immigration management convenience measures. Based on the knowledge theory of collaborative governance, this paper conducts a case study on the cooperation between port units such as the Hong Kong-Zhuhai-Macao Bridge, the National Immigration Administration, the customs and other port departments by disintegrating the "synergy" in the synergy theory, reflecting on the resource dependence theory from the perspective of public management, and analyzing the factors that hinder the synergy advantage theory. From the aspect of scientific law to find the content of various interdepartmental cooperation essential law. Secondly, the current situations of interdepartmental cooperation on immigration management convenience measures is sorted out in terms of the institutional basis, the main parties of cooperation and their functions, the mechanism of cooperation, and the effectiveness of such measures. Thirdly, the paper summarizes and elaborates on the problems found in the cross-department cooperation in the port governance system, such as the low efficiency of the police, the deficient internal sharing mechanism, the inadequate port linkage mechanism, the segmented management and operation, overlapping responsibilities of different management and other problems, and analyzed the causes. Meanwhile, the international advanced experience of the relevant problems is also involved in this paper. Finally, with "three combinations" as the developing direction for further work, initiatives are proposed in the context of interdepartmental cooperation on convenience measures for immigration management, promoting the improvement of the comprehensive port governance. The optimization path is proposed from three aspects, including studying and initiating special legislation for the Bridge, specifying a dedicated and unified management and coordination institution, promoting the re-engineering of the port inspection mode, and exploring the feasibility of "two-way front-loading and co-location of immigration and customs clearance" for Guangdong, Hong Kong, Guangdong and Macao, so as to promote the Bridge to serve the construction of the Bay Area in a high-quality and efficient manner.
