“亲善”，字面意思可理解为友好、友善，在日本妄图建立东亚新秩序，进而称雄于世界的野心下，这种论调显得极为“伪善”。日本要取得东亚各国人民的支持，仅仅凭借军事手段难以达到目的，因而开展各式各样的“亲善”活动，力图巩固自己在东亚各国的“领导”地位。 1940-1945年间，汪伪政权多次派员赴日参与“亲善”活动，为“中日亲善”奔波劳碌，为“大东亚共荣”“鞠躬尽瘁”。汪伪派员赴日“亲善”活动是日本以“联盟”、“亲善”粉饰侵略的产物，也是汪伪卖国投敌、亲日媚日的力证。
