近年来，南海局势风谲云诡，其中最热的问题之一是在南海问题国际化的背景下，大陆倡导的两岸南海合作。但是虽然大陆方面进行了积极的倡导和努力，台湾地区却并没有表现出应有的热情，两岸南海合作也罕见具体和实质上的行动。因此，本文从这个疑问出发，以一个大陆人的视角来审视台湾地区的南海政策，通过分析其政策脉络以及具体特点、实质及影响因素，来探讨两岸南海地区合作的可行性以及可采取的具体路径。文章包括前言、正文和结论三个部分。前言主要论述了论文选题的依据，学术界对这一问题的研究现状，以及本选题的创新之处。本文正文部分共包括五章。第一章首先明确台湾在南海地区的利益诉求，指出南海对于台湾的战略意义，进而论述台湾在南海争端中的基本立场以及主张范围，并且论证了台湾南海主张的依据。第二章主要从历史史实的角度梳理了从“两蒋”时期到李登辉、陈水扁一直到马英九执政以来台湾当局的南海政策，最大限度的还原台湾地区的南海政策及捍卫南海主权的行动。第三章则是从台湾地区南海政策中分析其一般特点，并且分析出台湾地区南海政策的实质。第四章主要分析台湾地区做出相关南海政策的影响因素，主要包括内部因素、外部因素以及两岸关系因素。第五章主要探讨了海峡两岸在南海问题上的合作。首先论述了马英九执政以来，两岸在南海地区展开合作的有利条件，进而论述了合作面临的障碍，最终落脚在推进两岸南海合作的具体路径分析上。最后是结论部分，指出台湾地区在南海问题上同大陆合作是个双赢的选择，呼吁两岸携手合作，共同捍卫中华民族的海洋权益。

In recent years, the situation in the South China Sea has become complicated. One of the hottest topic is that the Chinese mainland advocate that the Chinese across the Strait should work together to defend the sovereignty of the South China Sea in the background that the South China Sea Issue has showed an international trend. Though the Chinese mainland has made great efforts, the cooperation doesn’t works well. Therefore this paper aims to find out the reason by analyzing Taiwan’s policy in the South China Sea from the perspective of a person from the Chinese mainland. Specifically, this paper explore the feasibility and the way of the cooperation between the straits by analyzing Taiwan’s South China Sea policy of different periods and summarizing the feature and the essence from it and researching on the affecting factors. This paper consists of three parts. The first part is the preface. This part introduces the significance of the topic, the research status, the focus, the difficulty and the innovation of this paper. The second part is the main body of the paper. This part can be divided into five chapters. The first chapter explores Taiwan’s interest appeals in the South China Sea, points out Taiwan’s basic stance on the South China Sea Issue, and then studies on the foundations of Taiwan’s stance. The second chapter systematically makes an analysis of the South China Sea policy of Taiwan from the period of two Chiangs to Ma Ying-jeou authorities. The third part aims at point out the features of Taiwan’s policy on the South China Sea and then explores the essence of Taiwan’s South China Sea policy. The fourth chapter mainly researches on the factors affecting Taiwan in making policies on the South China Sea, such as the internal factors, the external factors and the Chinese mainland and Taiwan’s relations factors. The fifth chapter firstly points out the favorable conditions for cooperation in the South China Sea since Ma Ying-jeou took office, and then discusses the obstacles that the cooperation faces, eventually this paper settles on the specific paths to promote the Cross-strait cooperation in the South China Sea. The last part is the conclusion. This part points out that the cooperation in the South China Sea is a win-win choice for the Cross-strait, and then appeals to the Chinese across the Straits to work together to defend the maritime rights and interests of the Chinese nation.
