1978年到1989年我国处于“文革”结束后改革开放的初步阶段，高校一时成为各种思想和文化的汇聚地。在此背景下，中共高校党的建设主要在以下几个方面展开：一是高校领导体制由党委领导下的校长分工负责制转变为试行校长负责制。二是高校思想理论建设和思想政治工作的目标和方向重新确立，在拨乱反正中，思想政治理论课和思想政治工作队伍得到恢复发展；在反对资产阶级自由化思潮中，得到改善和提高。三是高校领导班子和干部队伍在恢复重建的基础上，加强思想作风建设，并按照干部“四化”要求改善其结构。四是高校党的基层组织和党员队伍建设呈现两个趋向，在党员队伍、党员教育以及基层党组织逐渐恢复发展的同时，也出现弱化混乱的状况。总体来看，这段时期中共高校党的建设与各条战线一样，呈现为在拨乱反正中恢复重建，在改革探索中曲折发展的阶段性特点。同时，这一时期的探索为以后高校党的各方面建设提供了宝贵的实践经验和深刻的鉴戒。

From 1978 to 1989, China was in the preliminary stage of reform and opening-up after the Cultural Revolution. At that time, the university became the centralized place of all kinds of thought and culture. In this context, the CPC’s construction at university mainly launched in the following several aspects: Firstly, the leadership system of university transferred from the system of the principal responsibility for the division under the leadership of the party committee to the trial of the President responsibility. Secondly, university ideological and theoretical construction and political work established the goals and direction once again. Ideological and political theory course and the ideological and political work got recovery and development in the bringing order out of chaos and improved and enhanced in the struggle against Bourgeois liberalization trend. Thirdly, on the basis of recovery, university leaders and cadres strengthened the construction of ideological system and improved its structure according to the requirements of Four Modernizations cadres. Fourthly, the construction of the university party’s basic-level organization and the party member presented two trends. On the one hand, the development and education work of the party member and primary party organization gradually recovered; on the other hand, it was weakened and became chaos state.On the whole, in this period the CPC’s construction at university with each front presented rapid recovery in bringing the order out of chaos and tortuous development in the reform and exploration. Meanwhile，the exploration of this period provided valuable experience and profound enlightenment for the various aspects of party’s construction in the future.
