The problem of collusion between underworld-like organizations and protective umbrellas has been around for a long time, but effective and systematic research is urgently needed to prevent the collusion of underworld forces from eroding state organs and the collusion between underworld forces and corrupt forces. Since the special action of "eradicating underworld and eliminating evil" has been carried out in depth, with the disintegration and punishment of underworld-like organizations all over the country, the way in which underworld-like organizations and umbrellas collude has also shown a new trend of concealment, grassrootsization and immobilization. Based on the use of big data to study the synchronic development and preliminary collusion of the underworld-like organizations and corrupt parties, this paper deeply analyzes the characteristics of their collusion and classifies them, and then analyzes the reasons of the collusion from the economic analysis, administrative supervision and international perspective; finally, from the aspects of improving the working system of the national staff and strengthening public participation, the paper puts forward the countermeasures to cut off the relationship between the underworld-like organizations and the corrupt elements, and proposes countermeasures to punish the underworld forces and corruption forces. 
  This paper is divided into four parts according to the research needs. The first part focuses on the research background and significance, in addition to the domestic and foreign research status. The second part is to analyze the formation methods of the "protection umbrella" of the underworld organization in practice, such as buying, penetration, coercion and transformation. The third part expounds the reasons for the formation of the "protective umbrella" of underworld-like organizations, which are mainly divided into direct causes and deep causes. The fourth part discusses two problems, the first one is the difficulties in handling the "protective umbrella" crimes, mainly including the passivity in obtaining clues and evidence, the conflict in investigation and jurisdiction, and the lack of cooperation among organs; the second one is how to improve the prevention and investigation mechanism of crimes organized by the underworld organization "protection umbrella". It mainly puts forward some suggestions from improving the criminal law provisions, power restrictions, procedural systems, administrative responsibility systems, employment systems, investigation jurisdiction systems of related crimes, and establishing a crime investigation and command center , a clue intelligence exchange mechanism, a centralized call mechanism for talents, and strengthening the coordination and cooperation of various agencies.
