随着全球气候变暖和碳排放问题造成的挑战日益凸显,节能减排和新能源的开发与使用正成为各国社会高度关切的政策议题。2020年,中国正式宣布实施“双碳”战略。新能源汽车具备低排放、转换效率高等优势;与此同时,发展新能源汽车产业也是我国在全球汽车行业竞争中抢占后发优势的重要机遇。 珠海市长期将生态文明建设作为城市发展的重要内容,并将新能源产业确立为四大主导产业之一。近年来,珠海市及时落实国家和广东省关于新能源汽车推广应用政策安排,结合自身实际出台了部分政策,并取得一定成效。政策执行过程具有一定的代表性,但仍存在一些问题有待解决。因此,研究和分析珠海市新能源汽车政策执行过程,对于珠海及全国其他地区优化相关政策执行具有一定参考价值。 本文首先分析了国内外学者对政策执行、新能源汽车推广应用政策等方面的研究现状,明确研究问题。其次深入解构了史密斯政策执行理论模型的内涵,导入珠海市新能源汽车推广应用政策执行的四个要素和六组关系,形成了本文的研究模型。 在分析珠海市政策执行时,首先搜集整理了国家层级至广东省乃至珠海市各级别的相关政策体系。接下来,对珠海市新能源汽车推广应用政策的具体执行机构、目标服务群体以及实施过程中面临的外部条件进行了详尽描绘和评估。并深入剖析了珠海市在推动新能源汽车普及中采取的具体策略手段,以及这些措施所取得的实际效果和阶段性成就。通过面向政策执行机构、目标群体等相关方开展问卷调查、半结构式访谈,本文得出珠海市在新能源汽车推广应用政策执行中存在以下问题:政策执行体系不完善、执行机构执行力度不足、目标群体参与度不够高、政策环境对政策执行支持有限等。围绕史密斯模型的四个维度,进一步分析了导致问题的具体原因。 针对这些问题,本文提出了一系列对策建议,如完善政策制定体系、强化执行主体职能、宣传沟通提升目标群体政策认同、优化政策执行环境等。旨在进一步完善政策执行过程,提升政策执行成效,推动政策目标的实现。

As the challenges posed by global warming and carbon emissions become increasingly prominent, energy conservation, emission reduction, and the development and use of new energy have become highly concerning policy issues for societies worldwide. In 2020, China officially announced the implementation of the "dual carbon" goals. New energy automobiles have the advantages of low emissions and high conversion efficiency. At the same time, the development of the new energy automobile industry is an important opportunity for China to gain a competitive advantage in the global automotive industry.

Zhuhai has long regarded the construction of an ecological civilization as an important aspect of urban development and has established the new energy industry as one of the four leading industries. In recent years, Zhuhai has timely implemented national and Guangdong provincial arrangements regarding the promotion and application of new energy automobiles, formulated some policies based on its own circumstances, and achieved certain results. The policy implementation process is somewhat representative, but there are still some issues to be addressed. Therefore, researching and analyzing the implementation process of Zhuhai's new energy automobile policies have certain reference value for optimizing related policy implementation in Zhuhai and other regions nationwide.

This article first analyzes the current research status of domestic and foreign scholars on policy implementation and the promotion and application of new energy automobile policies, clarifying the research questions. Secondly, it thoroughly deconstructs the connotation of the Smith policy implementation theoretical model, introduces the four elements and six sets of relationships of Zhuhai's new energy automobile promotion and application policy execution, forming the research model of this article.

When examining policy implementation in Zhuhai, it began by gathering and organizing relevant policy systems ranging from the national level down to the provincial level in Guangdong and even to the municipal level in Zhuhai. Following this, it conducted a thorough examination and assessment of the specific implementation agencies, target service groups, and external conditions encountered during the execution of Zhuhai's policies for promoting the adoption of new energy automobiles. It delved deeply into analyzing the specific strategic measures implemented by Zhuhai to encourage the widespread use of new energy automobiles and evaluated the practical outcomes and accomplishments achieved at various stages. By administering questionnaire surveys and conducting semi-structured interviews with policy implementation agencies, target groups, and other pertinent stakeholders, it identified several challenges faced by Zhuhai in implementing policies aimed at promoting the adoption of new energy automobiles. These challenges include an imperfect policy execution system, insufficient commitment from implementation agencies, low participation levels among target groups, and limited support from the policy environment. It further analyzed the specific underlying reasons for these issues within the framework of the Smith model's four dimensions.

In response to these issues, this article proposes a series of countermeasures and suggestions, such as improving the policy formulation system, strengthening the functions of the executing entities, enhancing communication to increase the policy recognition of target groups, and strengthening core capacity building and resource integration. The aim is to further improve the policy implementation process, enhance the effectiveness of policy implementation, and promote the achievement of policy goals.
