在党的十八届六中全会上，习近平总书记提出了“加强党内政治文化建设”这一科学命题，体现了中国共产党对党的建设规律认识的不断深化，对于深化全面从严治党，提高党的文化“软实力”，持续推进党的建设新的伟大工程具有重要意义。

澄清相关概念是开展研究工作的前提。对党内政治文化进行研究，需要在比较的视野中把握政治文化、政党文化、党内文化、党内政治文化的异同点，并在对党内政治文化已有概念评述和分析的基础上，凝练出党内政治文化的科学内涵。党内政治文化是在政治实践基础上政党整体理性建构的政治思想和党员个体形成的政治心理、政治情感等要素的统一体。党内政治文化建设以“使命意识”为核心，充分发挥价值引领、激励约束、凝聚共识等功能来涤荡党内的不良政治文化，同时以党风来引领社风、民风，有效应对和抵制西方敌对势力对我国的思想文化渗透，提高国家文化软实力。

中国共产党发展史也是一部党内政治文化的建设史。对党内政治文化建设的历史进行回顾，要以唯物史观为方法论，坚持历史与逻辑的辩证统一，对党内政治文化的生成与初步发展、曲折发展、创新发展的演进脉络进行详细的梳理，并从中总结党内文化建设的历史经验与教训， 辩证把握党内政治文化的建设规律，为当前继续推进党内文化建设提供重要的历史启示。

对新时代党内政治文化建设进行研究，既要善于从历史中汲取智慧，也要以现实问题为“靶向”。审视新时代党内政治文化建设的现实状况，通过借鉴相关权威机构的调研数据来分析党内政治文化取得的成效，存在的问题，并坚持内因与外因辩证统一的唯物辩证法，对党内政治文化存在问题的原因进行“外部”和“内部”审视。

理论彻底才能说服人。党内政治文化要发挥其“文化”的作用，将政党所提倡的政治思想，以“文化”为包裹，影响党员的思想和行为，就必须对各种思想资源进行融合创新，进行理论层面的建构。党内政治文化建设要以马克思主义为指导，马克思主义规定了党内政治文化的性质，为党内政治文化建设提供了根本的方法论；要以中华优秀传统文化为基础，要分析传统文化思维对党内政治文化建设的影响，并对中华优秀传统文化进行合理汲取，进行创造转化，创新性发展；要以革命文化为源头，弘扬革命文化，延续红色基因，延续中国共产党的“集体记忆”，不断赋予其新的时代价值；要以社会主义先进文化为主体，坚持党内政治文化与社会主义先进文化的同质性，同向发力，形成合力，同时也要保持二者必要的张力，增强活力。党内政治文化建设要在马克思主义的指导下，以“使命意识”为核心，探索马克思主义、中华优秀传统文化、革命文化、社会主义先进文化融合的内在机理，整合优秀文化资源并加以利用将其抽象成为党的政治和精神标识，即充满党性的文化，以此来重振中国共产党人的“意义”世界。

党内政治文化要转化为各级党组织和党员真正认同的“集体意识”，还需要不断拓宽党内政治文化的实践理路，把经过理论建构的政党精神标识，通过各种手段、方式、载体进行政治社会化，内化为各级党组织和党员所自觉奉行的政治价值观念，并外化为自觉的行动。党内政治文化建设需要着眼于整体建设和集体推进，坚持顶层设计，对党内政治文化建设进行系统科学的规划；需要注重党员和各级党组织的实践主体作用，发挥“关键少数”的引领示范作用，推动党内政治文化建设落细、落小、落实；要注重党内政治文化的载体建设，加强党内政治文化的教育载体、活动载体、物质载体、传播媒介建设，丰富党内政治文化的传播形式；要加强党内政治文化的制度保障，通过构建完善的党内法规制度体系、强化制度执行，加强监督问责，来促进党内政治文化认同。

On the sixth Plenary Session of the 18th CPC Central Committee, General secretary Xi Jinping put forward a scientific proposition of "strengthening the construction of inner-Party political culture”, which reflect the deepening of China's Communist Party's understanding of the rule of Party building and is of great importance for deepening the overall and strict administration of the Party, improving the Party's cultural soft power and continuing to promote the new great project of Party building.

Clarifying the relevant concepts is the premise of research work. Studying the inner-Party political culture, we need to grasp the similarities and differences of political culture, Party culture, inner-Party culture and inner-Party political culture from a comparative perspective, and comment and analyze the existing concepts of inner-Party political culture, so as to refine the scientific connotation of inner-Party political culture. The concept of the inner-Party political culture should be understood in a narrow sense. It refers to spiritual culture, which is formed on the basis of political practice and is the unity of political thought constructed by the Party as a whole and political psychology formed by individual Party members. The mission consciousness is the core element of the inner-Party political culture. The construction of the inner-Party political culture should take "the mission consciousness" as its guidance, and give full play to its functions such as value guidance, incentive and restraint, and consensus-building to clean up the unhealthy political culture within the Party, and at the same time to lead the social and folk customs with the Party style, effectively cope with and resist the infiltration of western hostile forces into our country's  ideology and culture, and improve the soft power of national culture.

The centennial development history of the Communist Party of China is also a history of the construction of the inner-Party political culture. To review the history of the construction of the inner-Party political culture, we should take historical materialism as the methodology, and adhere to the principle of dialectical unity of history and logic, comb in detail the historical premise, formation and preliminary development, tortuous development and innovative development of the formation of inner-Party political culture, to summarize the valuable historical experience of the construction of inner-Party political culture, so as to provide reference for the construction of inner-Party political culture in the new era .

To study the construction of inner-Party political culture in the new era, we should not only be good at drawing wisdom from history, but also take realistic problems as the "target". By examining the actual situation of the construction of inner-Party political culture in the new era, we can analyze the achievements, problems and causes of the construction of inner-Party political culture in the new era. This paper analyzes the achievements and problems of the Party's political culture by borrowing the survey data of relevant authoritative institutions and adheres to the materialist dialectics of dialectical unity of internal and external causes to examine the causes of the problems of the inner-Party political culture from the "external" and "internal".

Only when the theory is complete can people be convinced. If the inner-Party political culture wants to play its "cultural" role, wrapping the political thoughts advocated by the Party in "culture" and influencing the thoughts and behaviors of Party members through various ways.，it must integrate various ideological resources and carry out theoretical construction. The construction of the inner-Party political culture should be guided by Marxism, which stipulates the nature of the inner-Party political culture and provides a fundamental methodology for the construction of inner-Party political culture. The construction of the inner-Party political culture should be based on Chinese excellent traditional culture. It is necessary to analyze the influence of traditional cultural thinking on the construction of inner-Party political culture, reasonably absorb traditional cultural thinking, and creatively transform and develop traditional culture. The construction of inner-Party political culture should take the revolutionary culture as the source, carry forward the revolutionary culture, continue the red gene, continue the "collective memory" of the CPC, and constantly endow it with new era value. We should take the advanced socialist culture as the main body, adhere to the homogeneity of the inner-Party political culture and the advanced socialist culture, work in the same direction, and form a joint force. At the same time, we should maintain the necessary tension between the inner-Party political culture and the advanced socialist culture to enhance their vitality. Under the guidance of Marxism and with "the mission consciousness" as the core, the construction of inner-Party political culture should explore the internal mechanism of the integration of Marxism, Chinese excellent traditional culture, revolutionary culture and advanced socialist culture, integrate and utilize excellent cultural resources, and make them the political and spiritual symbols of the Party, so as to revive the "meaning" world of the Communist Party of China.

The inner-Party political culture is identified as "collective consciousness" by Party organizations at all levels and Party members need to constantly expand its path of practice. The symbol of party spirit, which is theoretically constructed, should be socialized politically through various means, and be internalized into the political values consciously pursued by Party organizations at all levels and Party members, and externalized into conscious actions Party organizations at all levels and Party members. The construction of inner-Party political culture should focus on the overall construction and collective promotion, adhering to the top-level design and carrying out systematic and scientific planning for the construction of inner-Party political culture. We should pay attention to the carrier construction of inner-Party political culture, strengthening the construction of education carrier, activity carrier, material carrier and media of inner-Party political culture, and enrich the communication forms of inner-Party political culture. In order to promote the identification of inner-Party political culture, we should improve the institutional guarantee system of inner-Party political culture by strengthening the systematicness of inner-Party laws and regulations, improving the execution power of inner-Party laws and regulations, strengthening the supervision and accountability.
