当今社会，人们的日常生活与互联网紧密相关，未成年人网络沉迷已成为重要社会问题，严重威胁着未成年人的身心健康。因此，对未成年人网络沉迷进行预防和干预是国家与社会的广泛共识。梳理近二十年来的政策规范和实践探索成果可知，现我国未成年人网络沉迷的治理在事前预防方面体系更完整、实践效果更佳，在事后干预方面尚无突破性进展，有待完善。通观网络沉迷规制体系，存在相关立法缺失、系统运行效果不佳、覆盖面过窄、合理度有失、主体调动不充分等问题。因此，要解决未成年人沉迷网络的问题，应广泛调动包括政府部门、网络产品和服务提供者、家庭、学校、社区在内的各社会主体，通过法律法规的制定、引导来建立并完善未成年人网络沉迷规制体系。

  In today's society, people's daily life is closely related to the Internet. Minors' addiction to the Internet has become an important social problem, which seriously threatens the physical and mental health of minors. Therefore, the prevention and intervention of minors' Internet addiction is a broad consensus of the state and society. In the past 20 years, China has not yet made a breakthrough in the prevention and practice of Internet addiction, and there is no better breakthrough in the prevention and practice of Internet addiction in recent 20 years. Looking at the regulation system of Internet addiction, there are some problems, such as lack of relevant legislation, poor operation effect of the system, too narrow coverage, loss of rationality, insufficient subject mobilization and so on. Therefore, in order to solve the problem of minors' Internet addiction, we should widely mobilize various social subjects, including government departments, network products and service providers, families, schools and communities, and establish and improve the regulation system of minors' Internet addiction through the formulation and guidance of laws and regulations.
