从上世纪90年代中期至今NGO在中国取得了迅速的发展，数量上不断增加，活动领域也日渐广泛，尤其是一些自上而下的草根NGO，也如雨后春笋般出现在社会的各个领域,他们真正代表了公民社会的力量。但是由于管理体制等问题，这些草根NGO的合法性存在着严重的不足，很多组织处于没有注册的“非法”活动状态，有些组织面临着举步维艰的困境，但是在同样的环境下有些组织却能够扎下稳定的根基，不断发展，原因何在呢？他们已经形成了一些应对这种合法性不足的生存策略。本文将通过对一个草根NGO的实证研究探讨目前草根NGO面临的合法性困境及其在这种困境中寻求发展的策略。

The NGOs have made a rapid development since the middle of 1990s. The quantity has increased and the relevant fields have enlarged. The grass-root NGOs which are the true sign of civil society are appearing in many realms too, but for some reasons like the administration system, they seriously lack legitimacy. Many of them are living without registration and some are in really hard states. But a few of them can develop steadily. Why? They have formed some solutions to handle the legitimacy problem. This paper is aimed to analyze the legitimacy problem they are facing and the strategies they used to solve it.
