中小学生体质健康较差,在近些年并没得到明显好转,主要原因归根于参与体育锻炼不足。解决中小学生体质健康问题,需多方的共同努力,而从近期国家密集颁布的宏观指导性文件来看,家庭、学校、社区(以下简称“家校社”)联动,在解决学生体质健康问题上,将发挥很大的作用。那么,家校社应如何联动呢?因此,探索校外体育锻炼的家校社联动策略具有重要意义。
本文主要运用文献资料法、问卷调查法、访谈法、数理统计法和逻辑分析法等研究方法,以珠海市香洲区4所学校,4至9年级562名学生为调查对象,调查结果如下:
(1)珠海市香洲区中小学生总体对参与校外体育锻炼的兴趣较高,部分讨厌参与校外体育锻炼的原因,可归纳为没人陪伴、运动能力较差、沉迷电子游戏及课业负担较重。
(2)珠海市香洲区中小学生在参与校外体育锻炼动机上,主要是为缓解学习压力与强身健体;在参与校外体育锻炼空间上主要为社区和体育俱乐部;在参与校外体育锻炼项目上,男女生方面均没有显著差异且参与人数最多的项目均为羽毛球,对场地需求较高。
(3)珠海市香洲区中小学生在校外体育锻炼的参与率不高,尤其是初三年级学生,参与的时间和频率不足,还未养成参与体育锻炼的习惯。
(4)家庭、学校、社区没有为学生参与校外体育锻炼提供支持和保障;当前校外体育联动主要为家校、校社、家社三种类型,且存在着一定的局限性,联动作用不明显,没有形成教育合力,没能有效发挥其作用,满足不了中小学生对校外体育锻炼的新需求。
据上述调查结果,提出构建中小学生校外体育锻炼的家校社联动策略,以解决学生体育锻炼不足,促进体质健康水平提升为研究目的。家校社联动策略,从政策引导下以法律法规为保障,教体局共同成立的校外体育锻炼促进委员会来联动家校社,以提升学生体质健康水平为中心,根据学生选择不同的活动类型,由校外体育锻炼组织匹配对应的责任小组,负责具体活动的开展组织学生参与体育锻炼。从共享、保障及评价与监督机制促进策略的进一步完善,丰富校外体育锻炼内容,提高家校社对体质健康的认识,促进中小学生参与校外体育锻炼,实现体质健康水平的提升。

The poor physical health of primary and secondary school students has not improved significantly in recent years, mainly due to insufficient time for physical activity. To solve the physical health problem of primary and secondary school students, the joint efforts of many parties are needed, and from the recent macro guiding documents issued by the state, the linkage of family, school and community (hereinafter referred to as “home, school and community”) will play a great role in solving the physical health problem of students. So, how should the family-school-community linkage work? Therefore, it is important to explore the strategy of linkage between home, school and community for out-of-school physical exercise.
This paper mainly uses the research methods of literature, questionnaire, interview, mathematical statistics and logical analysis to investigate 4 schools in Xiangzhou District, Zhuhai City, with 562 students from grade 4 to 9 as the subjects, and the findings are as follows:
(1) In Zhuhai Xiangzhou District, primary and secondary school students' motivation for participating in out-of-school physical exercise is mainly to relieve study pressure and strengthen their bodies; the main space for participating in out-of-school physical exercise is community and sports clubs; in terms of participating in out-of-school physical exercise items, there is no significant difference between male and female students and the items with the largest number of participants are badminton, which has a high demand for venues.
(2) The main motivation of primary and secondary school students in Xiangzhou District, Zhuhai is to relieve the pressure of study and to strengthen their body; the main space for participation in out-of-school physical exercise is community and sports clubs; there is no significant difference between male and female students in terms of participation in out-of-school physical exercise items and the main item for participation is badminton, which has a high demand for space.
(3) The participation rate of primary and secondary school students in Zhuhai Xiangzhou District in physical exercise outside school is not high, especially for junior high school students, the time and frequency of participation are not enough, and they have not yet developed the habit of participating in physical exercise. 
(4) Families, schools and communities do not provide support and guarantee for students' participation in out-of-school physical exercise; the current out-of-school physical exercise linkage is mainly of three types: home-school, school-society and home-community, and there are certain limitations, the linkage is not obvious, no educational synergy is formed, and it fails to play its role effectively to meet the new demands of primary and secondary school students for out-of-school physical exercise.
According to the above findings, a home school community linkage strategy for constructing out-of-school physical exercise for primary and secondary school students is proposed to address the lack of physical exercise for students and promote physical health level as the research purpose. The home school community linkage strategy, from policy guidance under the laws and regulations as a guarantee, the education and sports bureau jointly established the out-of-school physical exercise promotion committee to link the home school community, to improve the physical health level of students as the center, according to the students choose different types of activities, by the out-of-school physical exercise organization to match the corresponding responsible group, responsible for the specific activities to organize students to participate in physical exercise. From the sharing, guarantee and evaluation and supervision mechanism to promote the further improvement of the strategy, enrich the content of out-of-school physical exercise, improve the awareness of home school community on physical health, promote the participation of primary and secondary school students in out-of-school physical exercise, and achieve the improvement of physical health level.
