宁夏防震减灾部门的职责是防御和减轻地震灾害,确保人民生命和财产安全。地震部门属于财政全额拨款的公益性事业单位,职工工作稳定,工资有保障,但因不能产生明显的经济效益,公务人员的福利待遇整体偏低,工作积极性和主动性很难调动。单位的公益性事业性质与市场经济间的矛盾,以及社会公众的高期望与地震预测的低能力间的矛盾,均迫切要求对防震减灾部门进行人力资源开发,努力提高公务人员的工作满意度。为获取宁夏防震减灾部门公务人员工作满意度的影响因素,在调查、讨论、研究的基础上,编制调查问卷并在公务人员中发放回收。分别以性别、年龄、婚姻状况、工龄、学历、工作部门性质、行政职务和技术职称等8项人口统计学因素和工作本身、报酬、晋升机会、工作条件、领导风格、人际关系、单位前景、个人认知、社会地位和职业生涯开发等10项工作维度为变量,采用工作要素总和评分法统计分析得出公务人员工作满意度及其影响因素。同时,为避免在统计计算时误差过大,导致数据失真,尝试使用相对满意度的概念,衡量和校对满意度的可靠性,得出真正影响公务人员工作满意度的因素。继而从需求层次理论、公平理论和期望理论等激励理论入手,结合“复杂人”假设思想,以调查分析为基础,以政策分析为导向,理论结合实际并定性分析讨论,应用平均值分析方法得出宁夏防震减灾部门公务人员工作满意度的影响因素,主要表现为报酬、晋升机会、领导风格、单位前景和社会地位等方面满意度明显偏低,31岁-50岁年龄段和硕士以上公务人员的满意度显著偏低,由此进一步提出提升公务人员工作满意度的对策和建议。
外文摘要:
The responsibility of Ningxia Agency of Earthquake Preparedness and Disaster Mitigation is defensing and resducing earthquake disasters,to ensure the safety of life and property of the people.Earthquake department belongs to full funding finance and typical public welfare organization,work stability and wages security,because it could not have obvious economic benefits,the benefits of the civli servent is lower,the job enthusiasm is hardle to mobilize.The contradictions betweeen the public welfare and market economy,and the contradictions between high expectation of social public and low ability in earthquake prediction, all urgent requirement of Agencies of Earthquake Preparedness and Disaster Mitigation is to develop human resource and strive to improve the satisfaction of civil servants.For distincting Influence factors of job satisfaction about civil servent of Ningxia Agency of Earthquake Preparedness and Disaster Mitigation factor,the basis of the study, questionnaire and compiled in official release of recovery.Variables from demography such as gender/degree etc and work fators such as remuneration/promotion opportunity etc,statistic and analysis obtains that factors affecting job satisfaction. Meanwile, to avoid excessive when error in statistics,cause data distortion, trying to use concept of relative degree of satisfaction,to measure and proofreading the reliability of job satisfaction, it is concluded that real influence factors of public servants job satisfaction.Secondly, from the demand level theory, the justice theory and expectations theory, combined with the incentive theory of "complex" assumption idea, based on survey and analysis, policy analysis theory as the guide, combining with practice, qualitative analysis and quantitative analysis, it is concluded that the combination of Ningxia Agency of Earthquake Preparedness and Disaster Mitigation official job satisfaction factors,Ningxia Agency of Earthquake Preparedness and Disaster Mitigation official job satisfaction dimensions of the lowest is remuneration, leadership style, unit prospects and social status; 31-50 years of age and master's or higher degree of satisfaction significantly lower public servants.Further public servants job satisfaction that ascension some countermeasures and Suggestions.
