红色文化资源是弥足珍贵的思想资源、政治资源、文化资源和教育资源,关系到中国共产党的前途命运,关系到社会主义中国的前途命运,关系到中华民族的前途命运,关系到每个中国人的前途命运。进入新时代以来,党和国家高度重视红色文化资源的开发利用和弘扬传承,尤其是习近平总书记围绕红色文化发表了一系列重要论述,为做好新时代红色文化传播提供根本遵循。面对世界百年未有之大变局和实现中华民族伟大复兴的战略全局,在强国建设与民族复兴的新征程上,聚焦于新时代红色文化传播体系优化研究,正当其时,十分必要。新时代红色文化传播体系优化研究,既是做好新时代宣传思想文化工作的战略要求,也是适应网络时代信息传播深刻变革的时代要求,还是改善新时代红色文化传播体系现状的现实需要。 新时代红色文化传播体系优化研究有着独特的进路,即从理论与实践、历史与借鉴、时代与机遇、问题与成因等维度探究红色文化传播体系优化的客观要求和深层诉求。具体说来,以对关于红色文化传播体系优化相关研究现状分析为前提性研究,以对红色文化传播体系优化的相关理论解析为基础性研究,以对红色文化传播体系优化的历史经验借鉴为重要性研究,以对红色文化传播体系优化的时代机遇分析为支撑性研究,以对红色文化传播体系优化的现实境遇分析为关键性研究,以对推进红色文化传播体系优化的具体对策建议研究为目的性研究,以便适应新形势下做好红色文化传播工作,塑造主流舆论新格局,凝聚起团结奋进共筑强国复兴梦注入精神动力。 新时代红色文化传播体系优化始终坚持马克思主义理论尤其是文化传播思想指导,特别是在深入学习贯彻习近平文化思想和充分把握研究现状的基础上,立足于新时代红色文化传播面临的新形势新要求,充分利用系统论的原理和方法,并借鉴传播学的有关知识,把红色文化传播看作是由内部诸多要素构成并与外部互动的体系性存在,以充分把握红色文化传播体系的本质规定、演进历程、时代境况以及存在的问题及成因,并提出新形势下推进红色文化传播体系优化的具体方略。随着社会发展复杂性增强、信息技术变革、网络社会深入发展、全媒体传播应运而生以及个体生存方式巨大变化和各种思想文化相互交流交融交锋,实现和加强红色文化传播,需要运用体系思想或系统论原理和方法来推进红色文化传播体系优化,因为仅仅靠任何传播体系的要素子系统简单协作难以完成目标,而是需要多个传播体系的要素子系统通过紧密联系、互为协作共同完成目标,才能更好促进红色文化的传递扩散、迁移继传和内化于心、外化于行。 新形势下推进红色文化传播体系优化,要推动各项具体方略的落实。在主体保证上,要完善红色文化传播的组织领导体系。在传播媒介上,要建设红色文化传播的全媒体传播体系。在传播内容上,要注重开发历久弥新的红色文化内容体系。在传播受众上,要构建受众知行合一的实践转化体系。在传播格局上,要形成网上网下、内宣外宣协调的传播格局体系。在传播效果上,要创新红色文化传播的效果评价体系。在外部保障上,要完善推动红色文化传播的制度法规体系。这些具体对策建议并不刻意追求逻辑自洽和机械统一,而是以红色文化传播体系的要素构成与动态运行为基本视角,从坚持问题导向和运用抓重点方法论,提出对进一步推进红色文化传播体系优化具有可操作性的对策建议,期待对做好实际工作具有参考借鉴价值。 |

Red cultural resources are precious ideological resources, political resources, cultural resources and educational resources, which are related to the future and destiny of the Communist Party of China, the future and destiny of socialist China, the future and destiny of the Chinese nation, and the future and destiny of every Chinese. Since entering the new era, the Party and the State have attached great importance to the development and utilisation of red cultural resources and the promotion and inheritance of red culture, especially General Secretary Xi Jinping has made a series of important remarks on red culture, which provide fundamental guidelines for the dissemination of red culture in the new era. In the face of the great changes in the world unseen in a century and the strategic overall situation of realizing the great rejuvenation of the Chinese nation, it is timely and necessary to focus on the optimization of the red culture communication system in the new era on the new journey of the construction of a powerful country and the rejuvenation of the nation. The research on the optimization of red culture communication system in the new era is not only a strategic requirement for the propaganda ideological and cultural work in the new era, but also the requirement of the time to adapt to the profound changes in information communication in the network era, and the realistic need to improve the current situation of the red culture communication system in the new era. The research on the optimization of red culture communication system has a unique approach, and the theoretical provisions, historical evolution, opportunities of the time and realistic conditions of the communication system of red culture are explored from the perspectives of theory and practice, history and reference, times and opportunities, problems and causes. Which takes the analysis of the current research status on the optimization of red culture communication system as the precursor research, the analysis of the relevant theories on the optimization of red culture communication system as the basic research, and the full grasp of the historical experience on the optimization of red culture communication system as the importance of the research. With the analysis of the opportunities of the time for the optimization of the red culture communication system as the supporting research, the analysis of the current situation of the optimization of the red culture communication system as the key research, and the study of specific countermeasures and suggestions for the optimization of the red culture communication system as the purpose research, in order to adapt to the new situation and do a good job in the dissemination of red culture and shape the new pattern of mainstream public opinion, unite and forge ahead together to build the dream of rejuvenation of the great power to inject spiritual impetus. The optimization of red culture communication system in the new era is based on adhering to Marxist theory, especially the guidance of cultural communication ideology, especially in-depth study and implementation of cultural thoughts of Xi Jinping and full grasp of the research status, based on the new situation and new requirements faced by red culture communication in the new era, making full use of the principles and methods of system theory, and drawing on the relevant knowledge of communication. The communication of red culture is regarded as a systematic existence composed of many internal elements and interacting with the outside world, in order to fully grasp the essential provisions of the red culture communication system, the evolution process, the opportunities of the time, the existing problems and causes, and put forward the specific strategies for the optimization of the red culture communication system under the new situation. With the increasing complexity of social development, the revolution of information technology, the in-depth development of the network society, the emergence of all-media communication, the great changes in the way individuals live, and the exchange and integration of various ideologies and cultures, the realization and strengthening of red culture communication requires the application of system thought or system theory principles and methods to promote the optimization of red culture communication system. Because it is difficult to achieve the goal simply by relying on the simple cooperation of the elements subsystems of any communication system, it is necessary for the elements subsystems of multiple communication systems to achieve the goal together through close contact and mutual cooperation, in order to better promote the transmission and diffusion of red culture, migration and inheritance, and internalization in the mind and externalization in the practice. To promote the optimization of red culture communication system under the new situation, we should promote the implementation of various specific strategies. In the main guarantee, we should improve the organization and leadership system of red culture transmission. In the communication media, it is necessary to build an all-media communication system for the dissemination of red culture. In the communication content, we should pay attention to the development of a long-standing red cultural content system. In the communication audience, it is necessary to build the practical transformation system of audience's knowledge and action. In the communication pattern, it is necessary to form a coordinated communication pattern system of online and offline, internal and external publicity. In terms of communication effect, it is necessary to innovate the effect evaluation system of red culture communication. In terms of external protection, it is necessary to improve the system of rules and regulations to promote the spread of red culture. These specific countermeasures and suggestions do not deliberately pursue logical self-consistency and mechanical unity, but take the element composition and dynamic operation of the red culture communication system as the basic perspective, and propose operable countermeasures and suggestions for further promoting the optimization of the red culture communication system from the perspective of adhering to the problem orientation and using the key methodology, hoping to have reference value for doing practical work. |
