作为教育改革领域的关键环节,高考改革成为社会关注的焦点。本研究在新一轮高考改革背景下探讨高水平大学自主招生的评价标准,主要聚焦招生政策、评价标准和录取方式等,意在探寻我国自主招生政策的基本特征、存在问题、价值倾向以及发展趋势。 高水平大学作为国家优质高等教育资源,其招生政策、招生标准具有很强的社会示范效应,是社会关注的焦点。本文以高水平大学自主招生,包括重点高校面向贫困地区定向招生计划为核心,围绕“效率与公平”之间的价值冲突,探讨高校自主招生的评价标准及其价值倾向。本研究主要采用文献研究、比较研究的方法分析探讨三个方面内容:第一,分析我国高水平大学自主招生标准的基本特征以及存在的问题;第二,分析高水平大学自主招生标准的价值取向以及面临的冲突;其三,在对我国高水平大学自主招生政策、招录标准总结反思的基础上,提出相应的政策建议。 研究认为,(1)新高考背景下我国高水平大学自主招生,实行面向卓越的高水平选拔招生和兼顾公平的专项计划招生相结合的方式,较好地协调了制度科学性与公平性的问题。(2)紧密结合高校人才培养定位、学科特点制定招生评价标准,采用多元、综合的评价方式考查选拔人才,严格审核考查程序,建立监督保障机制等是我国自主招生制度的基本特征。(3)在价值倾向上,自主招生制度具有科学性与公平性对立统一、多元性与单一性互补融合、普遍性与特殊性协调一致的内涵。(4)自主招生的问题或困境在于,国家层面过于“统一管理”缺少放权,高校层面招生考试专业化程度不够,高校招生评价标准趋同,中小学应试教育观念根深蒂固、评价制度僵化,制度外部还需要树立社会诚信、完善监督机制。

As a key part of educational reform, gaokao reform becomes the focus of society. This study aims to explore the enrollment policies, evaluation standards and enrollment channels of autonomous enrollment of high-level universities in the context of new gaokao. The basic characteristics, existing problems, value orientations and development trends of autonomous enrollment policies will be explored. As national prominent higher education resources, high-level universities have strong social demonstration effects in terms of their enrollment policies and enrollment standards, which is the focus of social attention. This study explores the evaluation standards and value orientations of autonomous enrollment of high-level universities, which centers on the targeted enrollment plan of key universities and the value conflicts between efficiency and equity. This study adopts the methods of literature review and comparative analysis to explore three major issues. First, the basic characteristics and existing problems of autonomous enrollment standards of high-lever universities in China. Second, the value orientations and conflicts of autonomous enrollment standards of high-lever universities. Third, based on the reflection on the autonomous enrollment policies and enrollment standards, policy recommendations are put forward. This study has the following findings. First, in the context of new gaokao, the high-level universities combine the excellence-oriented enrollment and equity-oriented targeted enrollment, which coordinates the efficiency and equity. Second, it is the basic characteristic of China’s university autonomous enrollment to formulate enrollment evaluation standards based on the educational goals and discipline features and adopt multiple and comprehensive evaluations to select candidates, scrutinize the selection procedures and establish monitoring system. Third, in terms of value orientations, autonomous enrollment has the connotation of combining efficiency and equity, pluralism and singleness, commonality and particularity. Fourth, the problem of autonomous enrollment lies in the lack of decentralization in the national level, the lack of professionalization of enrollment examinations in the university level, the convergence of enrollment standards among universities, the deep-rooted concept of test-oriented education in primary and secondary schools, the rigidity of the evaluation system, and the lack of social integrity and monitoring mechanism outside the system.
