改革开放以来,中国的非营利组织作为一种新形式的公益慈善力量走入社会治理,在推动社会资源、管理权限、民生服务下沉基层的过程中发挥了重要作用。与此同时,不断扩大的组织规模产生了大量的人才缺口,而现有从业者一度因为高层丑闻暴露、服务管理不规范、组织能力低下使非营利组织遭受社会信誉与组织形象的压力,以高校为基础开展非营利与公益慈善教育建设、培养更加优质的非营利组织领导者和建设者势在必行。 在中国,社会工作专业已经成为开设非营利与公益慈善教育的新兴阵地并得到快速发展。本研究的研究问题主要有如下三个:1. 目前中国高校不同培养层次的社会工作专业设置非营利与公益慈善教育的课程结构与培养特点,2. 高校教育内外部利益相关者及影响因素,3. 高校设置非营利与公益慈善教育的完善思路。通过筛选5所在社会工作学院/专业设置非营利与公益慈善教育的高校——北京师范大学、首都经贸大学、华东理工大学、北京社会管理职业学院和山东工商学院作为研究案例,本文采用文献分析、案例研究、文本分析方法,比较各高校社会工作专业培养方案和课程大纲的相似性与差异性,检查各高校是如何将非营利与公益慈善理论课程纳入社会工作教育中的。通过对不同培养目标、培养要求、课程结构、课程配置的分析,总结不同层次高校设置非营利与公益慈善研究方向的特点与问题,结合利益相关者视角和高等教育理论寻找高校教育的利益相关者及其影响因素,并据此对中国高校社会工作专业设置非营利与公益慈善教育的未来路径作出思考。 本论文的主要研究结论包括:1. 中国高校社会工作专业设置的非营利与公益慈善教育存在社工教育初显公益性质、研究生教育针对性强、本科生教育跨专业教学、高职院校强调现实应用、研究机构支持作用凸显五个特点;2. 中国高校社会工作专业设置的非营利与公益慈善教育存在课程慈善价值强调不足、课程设置与专业方向松散、课程内容与职业需求脱离三个问题;3. 中国高校在课程建设中将面对来自行政机构、校长与行政管理人员、教研人员、学生、其他组织、校友和社会公众等方面的权力与期望,教育发展面临着高校内外部因素的双重影响;4. 在推动社会工作专业设置非营利与公益慈善教育体系建设过程中,需要充分利用“政府—高校”“行政—学术”“教学—科研”“学生—高校”“社会—高校”五方面的利益关系,构建一个“政府主导、行业驱动、高校建设”的非营利与公益慈善教育建设逻辑,不断改良社会工作专业设置非营利与公益慈善教育的实效。 |

Since the reform and opening up, China's nonprofit organizations have been part of the social governance, and play a more important role in promoting the improvement of the national governance system of social resources, management rights, and livelihood services at the grass-roots level. At the same time, the expanding organizational scale has produced a large number of talent gaps, moreover, many nonprofit organizations once suffered from a credibility crisis due to the managers’ scandals, poor service management and low organizational ability. Therefore, it is imperative to improve the nonprofit management and philanthropic education system based on colleges and cultivate better leaders and builders of nonprofit organizations. In China, more and more nonprofit management and philanthropic education programs choose to set up in social work major and it gradually becomes a new trend. There are 3 research questions of this study :1. the curriculum structure and characteristics of nonprofit and philanthropy education programs for social work majors at different training levels in Chinese colleges and universities, 2. internal and external stakeholders and influencing factors of university education, 3. the ideas for improving nonprofit and philanthropy education in colleges and universities. By selecting five universities in social work schools/majors that offer nonprofit and philanthropy education -- Beijing Normal University, Capital University of Economics and Business, East China University of Science and Technology, Beijing College of Social Administration and Shandong Technology and Business University as research cases, using literature analysis, case study and text analysis to compare the similarities and differences between the training programs and curriculum outlines of social work majors in colleges and universities, this paper examines how the courses of nonprofit and philanthropy theory are incorporated into social work education in colleges and universities. Through the analysis of different training objectives, training requirements, project models and course allocation, the characteristics and problems of nonprofit and philanthropy education in universities at different levels are summarized, and the stakeholders and influencing factors of higher education are found by combining the perspective of stakeholders and higher education theory. On the basis of this, we think about the future path of setting up nonprofit and philanthropy education for social work majors in Chinese universities. The main conclusions of this paper are as follows: 1. The nonprofit and philanthropy education of social work majors in Chinese colleges and universities has five characteristics: the combination of social work education and philanthropy, strong pertinence of postgraduate education, cross-disciplinary teaching of undergraduate education, emphasis on practical application in higher vocational colleges, and prominent supporting role of research institutions; 2. There are three problems in the nonprofit and philanthropy education programs of social work majors in Chinese colleges and universities: insufficient emphasis on the philanthropic value of the curriculum, loose arrangement of the curriculum and the direction of the major, and separation of the curriculum content from the vocational needs; 3. Chinese colleges and universities will face the power and expectation from the administrative agencies, presidents and administrators, teaching and research personnel, students, other organizations, alumni and the public in the course of curriculum setting. Project development is faced with the dual influence from both inside and outside the colleges and universities; 4. In the process of promoting the construction of nonprofit and philanthropy education system, we need to make full use of five interest relations—— "government - universities" "administrative - academic" teaching - research ""students - universities " "society - universities ", and build a "government led, industry drive, universities constructing" education logic, and continuously improve the nonprofit and philanthropy education effect. |
