随着我国老龄化的加剧，失能人口数量上升较快，不仅给家庭也给社会带来了巨大的负担和压力，这一问题得到广泛关注。2016 年6月，人力资源和社会保障部办公厅发布的《关于开展长期护理保险制度试点的指导意见》提出要探索建立长期护理保险制度，首批在15个不同经济发展水平的城市开展试点工作。今年的政府工作报告里首次提出要扩大长期护理保险制度试点计划，目的是使老年人过上幸福的晚年。虽然北京不是首批试点城市，但随着北京市人口老龄化越来越严重，老年人口的增多无疑会增加护理的负担。结合本市实际，S区先行推行的长期护理保险制度，对探索解决失能人群照护问题具有重要意义。 本研究采用访谈法，了解北京市S区长期护理保险实施情况。从福利多元主义的角度出发，首先，阐述了研究的背景和研究意义，对失能人群的相关概念和福利多元主义理论进行了叙述。其次，从推行模式、实施成效介绍了S区长期护理保险的试点情况。再次，指出了S区试点过程中的挑战，从政府、市场、社区、志愿组织四个参与主体在试点中的关系剖析了目前失能人群照护存在着资金可持续、供给的有效性不足、监督机制不健全、协作机制不完善的问题。最后，借助福利多元主义理论，为解决失能人群的长期照护问题提出了具体思路，希望通过政府部门、市场部门等多方面的努力，通过采用多渠道筹措资金、加强主体间的融合发展提升服务效能、建立健全监督机制、明确各参与主体职责分工方面完善S区长期护理保险制度，完善社会保障体系发展，促进社会和谐发展、保障失能人群权益的作用。

With the increasing aging of our country, the number of disability population rises rapidly, which not only brings great burden and pressure to the family but also to the society. Issued by Ministry of Human Resources and Social Security of the People’s Republic of China on June 2016, the Guidance of the pilot implementation of long-term care insurance system puts forward to establish long-term care insurance system in China, fifteen cities were choosen for the pilot project. In 2019, the annual government work report for the first time proposed to extend the scope of work to pilot this project, making the elderly to have a happy life. Due to the aggravating trend of aging population in Beijing, the burden for caring the elderly will undoubtedly increase. Therefore, it is of great significance for Beijing to choose S district as a pilot for implementing the long-term care insurance system and exploring solutions to the care problems of the disability population. This study adopted qualitative research method by field research to understand the implementation situation of long-term care insurance in S district of the capital city. From the perspective of welfare pluralism, this article first described the research background and significance, including concepts related to the disability people and the theory of welfare pluralism. Secondly, it introduced the practice and effect of long-term care insurance implemented in S district, followed by the challenges which S district were facing, such as insufficient government funds, inefficient market supply, unsound supervision mechanism and imperfect collaboration mechanism.To solve those problems, this paper put forward some specific measures in the frame of welfare pluralism theory, including raising money from multiple channels, strengthening integrated development among the main bodies and improve service efficiency, establishing and improving the supervision mechanism, clarifying the responsibilities of each participant in long-term care and so on. By analyzing the practice of S district, this paper hope that through the efforts of the government, market and other aspects, the long-term care insurance system and the social security system will be improved, so as to promote the harmonious development of society and safeguard the rights and interests of disability people.
