随着近几年脱贫摘帽之后乡村振兴战略的大力推进,乡村教育问题和乡村教师的发展引起国家和社会的广泛关注。特别是随着社会流动性的加强,如何有效实现教师流动性治理,从而对乡村教育资源进行合理配置,推动乡村教育发展与振兴,成为本文关注的焦点。而JH县,作为全国乡村教育模式的典范,为教师流动性治理提供了最佳实践。有助于帮助本文识别乡村新型教育模式、分析乡村教师流动性治理要点,进而贡献出乡村教师流动性问题的治理之道以指导实践。本文主要通过文献研究法、访谈法、扎根理论方法和案例研究法来了解破解乡村教师流动问题的治理问题,由此推演出乡村教师流动问题的治理要点和治理机制并归纳针对性实践建议。在文献综述的基础上,笔者发现由于国情的不同,我国的乡村教师流动问题具有一定本土特色和特定的影响因素,总体来说理论分析和反面示例较多,缺少正面代表性案例的积极观点引导。基于此,本文从现实和理论出发,以刚脱贫的JH县教育模式典范为例展开研究,梳理了JH模式的内容和特色,基于程序化扎根理论构建了JH模式形成的路径和关键治理要点。基于此进一步挖掘JH县能够破解流动性问题的原因及深层治理机制,并从教师提升自我、学校优化管理、国家推动城乡一体化进程三个方面提出解决中国农村教育实际问题的政策建议。本文的研究成果不仅回应了教师流动性治理的理论缺口,同时也有助于激发乡村教师的内生动力,并为落实乡村振兴战略具有切实指导价值。

With the vigorous promotion of rural revitalization strategy after poverty alleviation in recent years, rural education and the development of rural teachers have aroused widespread concern of the country and society. Especially with the strengthening of social mobility, how to effectively achieve teacher mobility governance, so as to rationally allocate rural education resources and promote the development and revitalization of rural education has become the focus of this paper. And JH County, as a national model of rural education, provides best practices for teacher mobility governance. It is helpful for this paper to identify the new rural education model, analyze the key points of rural teacher mobility governance, and then contribute the governance of rural teacher mobility to guide practice.This paper mainly uses literature research method, interview method, grounded theory method and case study method to understand the governance issues to solve the problem of rural teacher mobility, thus deduce the governance points and governance mechanism of rural teacher mobility and summarize specific practical suggestions. On the basis of literature review, the author finds that due to different national conditions, rural teacher mobility in China has certain local characteristics and specific influencing factors. Generally speaking, there are more theoretical analysis and negative examples, and there is a lack of positive perspective guidance of positive representative cases. Based on this, this paper starts from reality and theory, takes the education model of JH county that has just been lifted out of poverty as an example to carry out research, sort out the content and characteristics of JH model, and constructs the formation path and key governance points of JH model based on the programmed grounded theory. Based on this, it further explores the reasons why JH County can solve the liquidity problem and the deep governance mechanism, and puts forward policy suggestions to solve the practical problems of rural education in China from three aspects: teachers' self-improvement, school optimization management, and the country's promotion of urban-rural integration process.The research results of this paper not only respond to the theoretical gap of teacher mobility governance, but also help to stimulate the endogenous motivation of rural teachers, and have practical guiding value for the implementation of rural revitalization strategy.
