伴随着我国城镇人口过半的新形势，城市社区文化环境营造的重要意义越发凸显。但是目前我国社区文化环境现状与营造方式不尽人意，已有项目普遍存在设计不够系统、过程目标不够清晰、专业程度不够、资源挖潜不足等问题，社会工作者亟待在实务层面提出一套操作性高、专业度强的具体指导性方案。

本文以北京市 H 社区的“文化环境营造项目”（以下简称 A 项目）为例展开研究。首先，基于对相关文献的梳理，参与“A 项目”期间进行的观察、访谈与思考，从实然角度入手，对 A 项目、H 社区与 M 组织的关系加以讨论，对以“A 项目”为代表的社区文化环境营造项目的成败得失进行分析，提出了普遍存在的四大问题。其次，从理论与实践两个层面，论述了社会工作介入社区文化环境营造的可行性。再次，针对 A 项目的局限与问题，在现有的实际条件下寻求专业标准与可操作性的平衡点，拓宽社工发力空间；进而结合相关实证案例与社会工作的相关理论与技巧，为社会工作介入社区文化环境营造设计方案。最后，对本文的设计方案、社工介入社区文化环境营造的诸多困境等进行更深层的再思考，并尝试对进一步的改进方向进行展望。

本研究首先对社区文化环境营造以及其各主体的共性现状（尤其是相关项目的不足之处）加以提炼、整合，拓宽了对此类项目的思考与评价维度。其次，通过对其可行性的论述，拓展社会工作作为学科的应用视阈。最后，就相关问题出现的深层原因进行思考，努力在理想与实际、政府与基层、伦理与利益的三对结构性张力之间寻求可能性，对社工介入社区文化营造的未来提出了期待。本研究努力找寻不同主体之间的共同诉求，尝试通过此次方案设计，实现社工介入文化环境营造的一整套专业度高、操作性强的应然性方案，为未来相关社工介入方案提供借鉴。

With the new situation of more than half of the urban population in China, the importance of building the cultural environment of urban communities is becoming more and more prominent.However, the current situation and construction methods of the community cultural environment in China are unsatisfactory, and the existing projects generally have problems such as insufficient system design, unclear process objectives, insufficient professional level, and insufficient resource potential tapping. Therefore, it is urgent for social workers to put forward a set of specific guiding schemes with high operability and strong professional degree from the practical level.

This thesis takes the "Cultural Environment Construction Project" (hereinafter referred to as"Project A") of Community H in Beijing as an example to carry out research. First of all, based on reviewing the related literature, participating in "Project A" during the observation,interviewing and thinking from reality for Project A, Community H and Social organization M, this paper discussed the relationship between the community culture represented by "Project A" environment analysis of the pros and cons of this project, puts forward common four major problems. Secondly, from the both aspects of theory and practice, this paper discusses the feasibility of social work involved in the creation of community cultural environment. Thirdly, in view of the limitations and problems of Project A, This article seeks the balance between professional standards and operability to broaden the space for social workers to generate power. Then combined with relevant empirical cases and relevant theories and skills of social work to create a design scheme for social work involvement in community cultural environment. Finally, we have a deeper reflection on the design scheme of this paper and the difficulties of social workers' involvement in the creation of community cultural environment, and try to look forward to the direction of further improvement.This study firstly abstracted and integrated the common status quo of community cultural environment creation and its subjects (especially the deficiencies of related projects), and broadened the thinking and evaluation dimension of such projects. Secondly, through the discussion of its feasibility, expand the application of social work (as a discipline).Finally, the author ponders the deep reasons for the emergence of relevant problems, tries to seek possibilities between the three pair of structural contradictions between ideal and reality, government and grassroots, and ethics and interests, and puts forward expectations for the future of social workers' involvement in community cultural construction.This study strives to find common appeals among different subjects, and tries to realize a set of highly professional and operational contingency plans for social workers' involvement in the creation of cultural environment through this scheme design, so as to provide reference for future relevant social workers' intervention plans.
