本文以甘肃省会宁县为例，从课程内容和对教师的要求方面分析了课程改革在西部农村地区实施所面临的困难，并探讨了产生这种现象的原因：基础教育资金投入不足和教师素质低下是导致西部农村地区教育质量低下的主要原因。在借鉴韩国、日本经验的基础上，本文对我国西部农村基础教育的发展提出了三点建议：加大对西部农村基础教育的资金支持；建立健全一支稳定的、高素质的教师队伍；加强校本课程的开发。

Based on the example of Huining, a county in Gansu Province, this paper not only gives us an analysis about the difficulties that the implementation of curriculum reform faced with Chinese western rural areas, but also the reasons which may cause this phenomenon —— insufficient elementary education funds and the poor performed teachers could have contributed to the education of low quality in Chinese western rural areas. Based upon the references to the experience of Korea and Japan, this paper proposes three suggestions on the development of elementary education in Chinese western rural areas. They are showed respectively as follows: to boost the funding support upon the elementary education in Chinese western rural areas, to establish and enhance a stable and high qualified teaching staff, and to reinforce the development of school-based curriculum.
