北京首都国际机场(以下简称首都机场)人流密集、功能集中、地位特殊,是出入境与区域管控政策的双节点。本文基于应急管理核心理论,以新冠疫情为例,对首都机场应对重特大突发事件进行策略研究。本研究通过对比首都机场的应急管理组织体系、应急机制、工作依据、工作保障等要素在疫情前后的变化,结合疫情处置相关人员的访谈及国内外机场的经验做法,发现首都机场在应对重特大突发事件过程中,存在专项机构设置不足、应急预案的全面性不够、缺乏规范机制流程支撑、上位法有待完善、应急保障能力较差等问题,并从应急组织、机制、依据、保障等方面有针对性的提出政策建议。 |

Beijing Capital International Airport (hereinafter referred to as the Capital Airport) has a dense flow of people, concentrated functions, and special status. It is the dual node of immigration and regional control policies. Based on the core theory of emergency management and taking the COVID-19 epidemic as an example, this article studies the capital airport’s strategy for responding to major emergencies, and compares and analyzes the capital airport’s emergency management organization system, emergency mechanism, work basis, and work guarantee. The changes before and after, combined with the interviews of relevant personnel in epidemic handling and the experience and practices of domestic and foreign airports, have found problems in the emergency management system of the Capital Airport.The study found that in the process of the Capital Airport's response to major emergencies, there are problems such as insufficient establishment of special agencies, insufficient comprehensiveness of emergency response plans, lack of standard mechanism and process support, superior law to be improved, and poor emergency protection capabilities. In order to improve the emergency management capability of the Capital Airport, this research proposes targeted policy recommendations in terms of emergency organization, mechanism, basis, and guarantee. |
